【摘要】 国家安全观是一国对所处安全环境的认识,是指导具体安全政策的理论和思想。国家安全观是随着国家的出现而产生,随着国家安全实践的发展而发展的。不同时代有着不同的国家安全观。本论文共分为五部分。第一部分,对国家安全观的内涵以及确立国家安全观的三点依据进行分析、论述;国际利益、国家力量和国家面临的主要威胁是国家安全观确立的主要依据。第二部分,旨在探索中国新安全观的深厚基础。即毛泽东为中国国家安全观奠定的基本原则以及邓小平对中国国家安全观的调整与创新。毛泽东的国家安全观是在新中国面临十分严峻的国家形势下产生的。它在实践中取得了伟大的成就。毛泽东的国家安全观为新安全观奠定了基本原则。邓小平的国家安全观是在正确估量和把握国际形势及其发展趋势,科学观察和分析时代主题的条件下形成的。邓小平的国家安全观正确回答了在和平与发展成为时代主题的条件下,在我国社会主义现代化建设新时期,如何维护国家安全和发展综合国力的新课题。它的调整与创新进一步为国家新安全观奠定了深厚的理论基础。第三部分,分析了冷战后中国新安全观形成的条件及过程。冷战结束后,世界总体和平已经较冷战时期有了更大的保障,国际安全总体环境有了很大的改善,这为新安全观的确立提供了难得的历史机遇。但同时国家安全所面临的威胁呈现多元化和复杂化的发展趋势,这就迫切需要建立一种新的共同安全观。中国政府在毛泽东、邓小平国家安全观的基础上,审时度势,顺应时代发展的潮流,从维护各国共同安全和世界和平稳定与发展的高度,提出了以“互信、互利、平等、协作”为核心的新安全观。第四部分,讲的是中国新安全观的内涵和特征。新安全观与旧安全观不同,它具有极为丰富的内涵。其内容已经由个别领域向更多的领域扩展,除了包括传更多还原

【Abstract】 The sense of national security refers to the state of a relativelystable nation with territorial integrity, free from menace and fear, andits capability to maintain the secure state. It is determined by manyfactors, among which the interests of the nation, the national strengthand the secure environments are the fundamental ones. It was originatedwith the formation of a nation. The sense of national security have covereda long history from the ancient times to the period after the cold war.The second part is focused on the deep foundation of the new senseof national security. Mao Ze-dong’s sense of national security wasproduced when the New China was facing extremely severe nationalsituations. It has accomplished great achievements in practice. DengXiao-ping’s sense of national security is a result based on a properevaluation and understanding of the international situations and itsdeveloping trends, on scientific observation and analysis of nowaday’sconditions. It mainly concerned how to maintain our country’s securityand how to develop national power. With the practice of Deng Xiao-ping’ssense of national security, our nation has achieved a successfulsafeguarding of our nation’s security and guaranteed a smoothcarrying-forward of our socialist modernization cause.The third part analyses the conditions and the process of the new senseof national security’s foundation. After the cold war, the peace has beenguaranteed in a large part, the overall security environment have improvedgreatly, which offered historical chance for the foundation of the newsense of national security. But it also faces many menaces which are morecomplicated and diversified. Based on Mao ze-dong’s and Dengxiao-ping’s sense of national security, Chinese government deeplyobserved the world situations and put forward the new sense of nationalsecurity which keep up with the times development. The core of it ismutual-trust, mutual-benefit, equality and cooperation. It’s purpose isto maintain the world’s comment security, stability and development. The forth part is focused on the new sense of national security’scontents and feature. It has extensive content including economicsecurity, scientific and technical security, cultural security, andinformation security, except traditional political and military security.The new sense of national security manifests distinctive features.Firstly, it’s core is mutual-trust, mutual-benefit, equality andcooperation; Secondly, it’s theoretical foundation is the five peacefulcoexistence principals; Thirdly, it connects the national security withthe international security; Fourthly, it’s criterion is the UnitedNations chart; Fifthly, it suggests to settle the international disputeswith the method of consultation. Lastly, it maintains to realize securityby certain machnism. In a word, the new sense of the national securityfurther enriched Chinese national security. The fifth part further analyses the great significance of the newsense of the national security. It develops the theory of Mao ze-dong’sand Deng xiao-ping’s, and realized this theory’s development andinnovation. It contains the essence of Chinese traditional culture, anddevelops national diplomatic strategy. Furthermore, it explores new waysto protect the security. Firstly, it supplied new ways to struggleinternational terrorism and expands international security cooperation.Secondly, it created favorable peaceful environment for Chinese reformand opening-up.
