安徽省农村卫生人才培养与建设现状研究

【摘要】 研究目的:分析安徽省农村卫生人才培养与建设存在的问题,探讨如何培养和建设适合安徽省省情、与农村卫生事业发展相适应的农村卫生人才队伍,使农村卫生技术人员结构趋于合理。 研究方法:运用文献调研,分析安徽省农村卫生人力现状,探讨农村卫生人才培养存在的问题;运用现况调查、专家座谈、复习文献等方法对安徽省开展的面向农村定向招生、农村卫生人才招募、农村在岗中专学历教育等情况进行研究,分析工作中存在的问题,提出探讨性意见。 调查表的有效回收率分别为100%、95.4%。应邀咨询的65名专家来自安徽省教育厅高教处、中专处、招生办和省卫生厅科教处、计财处的负责人或主要管理人员,开展面向农村定向招生学校的负责人,开展农村卫生人才招募的地市卫生局科教科负责人、县卫生局分管局长以及部分招募人才代表。 研究结果:安徽省农村卫生人力数量相对不足,质量偏低,专业结构不合理,与多年来安徽省医学教育培养规模相对偏小、层次和专业结构不合理有着密切关系。2003年面向农村定向招生计划未能完成,主要原因是基层卫生行政部门对定向招生政策认识不足、社会各方面宣传不力、培养经费短缺等,招收的学生素质偏低、专业思想不稳定,大多不愿回定向单位就业。面向农村招募的卫生人才学历、专业、性别分布失衡,本科学历供给不足,非临床医学专业毕业生较少,招募人员编制难以落实、工资待遇偏低,专项补助经费管理不规范。参加农村在岗中专学历教育资格审查不严,专业分布不合理,培训方式不够灵活。 研究结论:要稳定农村卫生队伍、提高农村卫生技术人员素质,促进农村卫生技术人员学历、专业结构渐趋合理,必须加强领导、部门协作,对医学教育规模和专业结构进行宏观调控,改善农村卫生人才待遇,多渠道筹措农村卫生人才培养经费。开展面向农村定向招生、人才招募、在岗中专学历教育等措

【Abstract】 Objective: The research is to analyse the existing problems and to probe how to develop and construct the team of rural health officers based on the provincial condition and the development of rural medicine, to make the construction of rural health officers reasonable.Methods: The information about the development of higher and middle medical education in Anhui Province and the present condition of rural health officers is analyzed to find out the existing problems. The research involves the enforcement result of the directional enrollments from the rural areas, recruits from medical graduates , the on-the-job training system. To raise estimable suggestion, the existing problems are paid attention to.The efficient questionnaire occupies 100% and 95.4% respectively. The 65 consultants are from the Higher Educational Office and Technical Secondary School Office, and Enrollment Office of the Provincial Educational Department; from Science and Education Office, Finance Office of Provincial Health Department; from the local Health Department and County Health Department.Results: The small scale of medical training and unreasonable speciality construction result in the shortage of rural health officers and the lower professional level.
