【摘要】 在将全疆划分为天山北坡经济区、北疆西北部经济区、东疆经济区、南疆东北部经济区和南疆西南部经济区的基础上,对新疆这五个区域之间的经济差异进行分析,并对调控新疆区域经济差异的区域发展战略及具体措施进行研究。分析中,首先以国内生产总值、人均国内生产总值作为测度各区域之间经济差异的指标,并通过极差、极值比、标准差、变异系数这些定量化分析方法,从不同方面分析了新疆各区域之间自1978 年以后至2002 年的区域经济相对差异、绝对差异状况。其次,重点分析了1978 年以前各区域经济发展基础、区位与自然资源、投资、市场化、非国有经济发展程度、产业结构差异、政府所采取的政策、人口、教育、城市化、科技这些因素对1978 年以后各区域经济差异状况的影响。再次,在以上研究的基础上,对是否有必要调控区域经济差异,调控是否具有可能性这一问题给予理论上的解答。并对建国以来我国已实践过的二种区域调控方式:均衡战略,非均衡战略进行了对比分析。在此基础上,阐述了作者所倾向采用的区域经济协调发展战略。最后在以上分析的基础上,结合新疆区域经济差异的状况、影响因素及区域经济协调发展战略的内涵、要求、目标及实施的约束条件提出了一些具体的调控新疆区域经济差异,促进新疆各区域经济协调发展的措施、方法。更多还原

【Abstract】 This paper divides Xinjiang into the economic region on northern slope of Tianshan Mountain, the north-western economic region of Northern Xinjiang, the economic region of Eastern Xinjiang, the north-eastern economic region of Southern Xinjiang and the south-western economic region of Southern Xinjiang. Based on the dividing, this paper analyses economic differences between the five economic regions in Xinjiang and studies the regional development strategy and the concrete measure that regulated the Xinjiang regional economic difference. In the analysis, first, this paper selects gross domestic product, per capita gross domestic product as index to measure the economic difference between every region. Then, This paper use some quantitative methods including the range, the range ratio, Standard deviation, the coefficient of variation to analyze the absolute economic difference and the relative economic difference between every region in Xinjiang from 1978 to 2002 in different respects. Next this paper analyses the impact of some factors on regional economy difference between every region in Xinjiang from 1978 to 2002. These factors include regional economic development foundation of every region before 1978, the position and natural resources, investment, development degree of market, development degree of non-state-owned economy, industrial structure difference, policy, population, education, urbanization. Third, on the basis of the above research, to give the theoretical explanation about whether has essential to regulate the regional economic differences and whether has possible to regulate the regional economic differences. Then, this paper has compared and analyzed two regional regulation ways: balanced strategy and non-balanced strategy that has already been practiced since 1949. On this basis, explain the coordinated development strategy of regional economic that author inclines to adopt. Finally, on the foundation of the above analysis, this paper combines the state of the regional economic differences in Xinjiang, influence factor and the coordinated development strategy of regional economics’demand, connotation, object, restrictive term of implementation,put forward some concrete measures and methods to regulate the regional economic differences in Xinjiang, to promote each regions economic coordinated development in xinjiang.更多还原
