【摘要】 经过多年的发展,新疆己初步建立了比较齐全的工业体系,但从整体上看, 新疆工业发展水平比较低,地方工业实际处于散、小、弱的状况,处于工业化发展初期,不仅与国内发达地区存在很大的差距,在西部省区中,工业产值与增长速度也较落后。中国加入世贸后,市场日益国际化,面对新的形势,新疆工业经济如何发展,怎样提高竞争力,才能加快新疆工业发展的进度,缩小区外、区内的差距,实现国民经济的协调发展,已经成为各方关注的重要课题。工业经济的发展,关系到新疆的经济发展与社会稳定,也关系到整个国民经济的健康持续、发展。因此,研究新疆工业竞争力及工业发展,具有较强的理论与现实意义。本文包括导论及五个章节, 主要讨论了以下问题: 第一章新疆工业发展状况。本章运用较为详实的资料,阐述分析了新疆工业发展的历程、现状,讨论了新疆工业发展水平所处的阶段及工业发展滞后的问题、原因, 指出了工业发展的必然性和可能性。第二章新疆工业竞争力的时空分析。本章从竞争力的基本概念出发,讨论了有关工业竞争力的理论及方法并提出了自己的竞争力观点和评价方法,结合新疆工业发展的实际情况,对新疆工业竞争力在各地区变动的情况及工业行业竞争力的发展状况作了分析,指出了新疆工业竞争力在时间和空间上及行业上的发展变动及其趋势。第三章新疆工业发展思路及工业重点。新疆工业发展中有不少问题和难题,但在当今经济日益国际化的大背景下,新疆工业经济的发展面临着机会、也面临着挑战,为此新疆工业发展需要有长期的发展思路。工业的发展需要明确重点方向。新疆的自然、社会和经济条件有其特殊性,所以工业重点的确立更多还原

【Abstract】 Full industry system has been estabilished with many year’ development in Xinjiang , but the industry level is still low and is in the early phase of industrilization that is not only lagged behind the domestic developed regions but also is backward in western region. After accessing to WTO, the domestic market is becoming more international, how to develop quickly and improve competitiveness to reduce the economic gap for Xinjiang industry is a significant subject. The industry economic is related to the society stability and the macro economic development. Therefore,to do research on Xinjiang industry competitiveness and industry development has very significant meaning. The paper have an induction and four sections: The first section describe the history and explain the reasons to industry problems,then the auther dicuss the necessity and probality to develop industry in Xinjiang. The second sector displays all kinds of definitions and relevant theories of industry competitiveness, after that the paper definite the author’ view and evalution methods, in the end some changes about industry competitiveness in timespace & industry sector are illustrated and analyzed. The third section mainly discuss the guideline of industry and the core areas & sector to develop industry There are many problems arising in the process of industrilization, to Xinjiang industry this is not only chanlleges but also opportunities. In order to develop quickly, the better place or sector that have the advantages to industry development should be developed first.
