【摘要】 地方治理是在特定的社会环境和地理空间内,依托于地方政府、民营组织和民间商会等组织化的网络体系,应对地方民营经济发展的各种问题,共同完成和实现公共服务和社会事务管理改革与发展所形成的一系列制度。 地方治理制度是推动民营经济持续、健康发展的重要原因。我国地方治理制度是经济转型和制度变迁的结果,地方治理制度能有效减少因市场失灵和政府失灵产生的各种交易成本。 民营企业和民营企业家是地方治理制度中最重要的微观主体,他们的价值观念和社会态度对地方治理绩效影响很大。民营企业因缺乏有效的制度激励和制约会导致各种市场失灵。 地方政府在地方治理中具有主导作用,它能通过一系列的制度创新有效克服市场失灵。同时,也会因其固有的缺陷而导致政府失灵。市场失灵和政府失灵都会阻碍民营经济的健康发展。 民间商会是地方治理制度存在和发展必不可少的非政府组织和非营利性组织,它既能减少市场失灵,也能防治政府失灵。民间商会要发挥有效作用,需要特定的制度安排。 地方治理制度和民营经济发展是互动的关系,民营经济发展也能促进地方治理制度变迁。更多还原

【Abstract】 Local governance is a series of systems which are for solve privately operated economy development each kind of problem, completes together with the realization public service, the social affair manages reforms and develops forms in the specific social environment, and in the geography space depends on in organization the and so on local authority, privatelyoperated organization and folk chamber of commerce network system.Local governance system is the important reason to impetus privatelyoperated economy continues the healthy development. Our country local governance system is the result of the economical transition and the systems vicissitude. It can effectively reduce each kind of transaction costs that are produce by the market malfunction and the government malfunctionThe privately operated enterprise and the private entrepreneurs are the most important microscopic main body in local governance system and their value idea and the social manner are very big to local governance achievements influence. The privately operated enterprise would cause each kind of market malfunction if the effective systems are lack to drive and restriction.The local authority has the leading role in local governance; it can effectively overcome the market malfunction through a series of systems innovation. At the same time, it also can but cause the government malfunctions because of its inherent flaw.
