【摘要】 党内民主是党的生命,探寻党内民主实现的方式,寻求党内民主有效的载体和新的生长点,是党内民主取得突破和向前发展的关键因素。建立以党内民主为内核的党的代表大会常任制,是健全和完善党内民主制度,实现党的领导方式和执政方式的新突破。对党内民主的研究涉及党内民主的含义、发展阶段、历史教训、党内民主与人民民主的关系、党内民主建设意义原则及存在问题等。党的十六大提出“扩大在县市进行党的代表大会常任制的试点,积极探索党的代表大会闭会期间发挥作用的途径和形式”。新时期党的代表大会常任制成为新的思考课题,成为完善党内民主制度建设的一个重要环节和新生点。党代会常任制有利于优化重大决策,提升民主层次,完善监督体系,保障党员权利,调动各方面积极性。浙江省在探索党的代表大会常任制工作中,通过多途径提高代表素质,实行党员代表常任制、年会制,建立相关制度等,取得较好成效,为新时期加强党内民主建设提供了经验。党的代表大会常任制的实施还存在许多制度上、经验上、观念上的障碍。通过对党的代表大会常务机构,党的代表大会、全委会和常委会的权力关系,党的代表大会与党委和纪委权力关系,党的代表大会与人民代表大会、政协会关系,党内制度的分析,提出了完善党代表大会常任制的意见和建议。更多还原

【Abstract】 Inner-party democracy is the life of the CPC. Probing into the way of realization of inner-party democracy, finding effective carrier and new growing point is the leading factor of gaining breakthrough and development of the inner-party democracy. Establishing the standing system of the congress of CPC whose core is inner-party democracy is a new breakthrough for the improvement of the inner-party democracy system, so as to realize the way of leadership and ruling. Studies on inner-party democracy involved in the definition, developing stage, historical lessons of the inner-party democracy, the relationship between the inner-party democracy and people’s democracy, the significance, principle and problem in the development of inner-party democracy. The 16th congress of the CPC pointed out that the local test of the standing system of the congress of the CPC must be expended in county and municipal level. The function of the standing system may be fully exercised in the close period of the Congress by exploring and improving the active form of the Congress. Under the new situation, the standing system of CPC’s Congress has become a new research subject and a great field in the CPC’s democratic system construction, which facilitates the optimization of great decision-making, elevation of democratic level perfection of supervision system. The test of the standing system has made a great achievement in Zhejiang province by carrying out standing representative system, the system of annual conference, setting up corresponding system ect., which provide more experience for the construction of the inner-party democracy of the CPC in new period. There are lots of obstacles in system, idea and experience during the implementation of the standing system. Suggestions on perfecting the standing system are given by analyzing standing institution of the Congress of the CPC, power relationship among the Congress, the Party Commission and the general Party Commission, power relationship between the Congress, Party Committee and Commission for Discipline Inspection of the CPC, relationship among the Congress, the People’s Congress and Chinese People’s Consultative Conference, and system of the inner-party democracy.更多还原
