【摘要】 农村环境资源是区域农村经济、区域经济乃至国民经济得以协调持续发展的重要物质基础。由于长期以来缺乏明确的可持续发展观念,中国农村发展在过去的一段时期内付出了巨大的资源和环境代价。这种代价在实物形式上表现为自然资源数量锐减和质量下降,以及环境污染加剧;在价值形式上则表现为农村资源净产值和环境净产值的损失。造成了我国农村环境资源不断恶化的原因很多,但从制度的视角分析,其根源是缺乏有效的产权制度安排。 而明晰环境资源产权是解决农村环境资源恶化,实现农村环境资源可持续利用的关键。只有明晰产权,才能根据科斯的社会成本观点,用经济手段遏制环境问题的产生。因此本文试图在国际和国内“农村可持续发展”研究的大背景下,通过分析中国农村环境资源产权的历史制度变迁和原有制度安排的缺陷,探讨中国农村环境资源可持续利用的产权制度创新的基本思路。通过对中国农村环境资源产权制度创新的研究,能为中央政府、地方政府、个人和自愿合作团体以及企业提供具有可操作性的或愿意遵循的环境资源产权制度安排,为开拓中国农村可持续发展的新局面提供制度保障。 基于这个认识,对中国农村环境资源可持续利用进行制度分析,本文分四部分展开: 第一部分是对国内外相关理论研究进行综述。 第二部分是就环境资源与农村可持续发展的关系进行分析。通过更多还原

【Abstract】 Rural environmental resource is the important material base, on which rural economics, regional economics and national economics develop sustaining with harmony. Due to lack of specific sustainable development notion, the rural area has developed at the price of wasting huge resources and damaging the environment. This kind of cost in the material form is shown as the sharp decreasing quantity and the declining quality of the natural resources and the deterioration in environmental pollution. And it is shown as the loss of the net production value of the rural resources and environment in the value form. There are some possible reasons for the continuous deterioration of rural environmental resources in China. However from the view of institution, the author thinks that the ultimate cause is the lack of effective property right institution.Therefore in order to solve the problem of the deterioration of environmental resources and realize the sustainable utilization of environmental resources, the key is to definite the property right of environmental resources. Only by this way can we prevent the happening of the environmental pollution using economic means according to Coase’s point of social costs. So being based on the analysis of the historical institutional change and the deficiencies of the current property right institution of Chinese rural environmental resources, this paper triesto discuss the property right institution towards sustainable utilization of environmental resources in Chinese rural area under the background of the domestic and international study on rural sustainable development. Moreover by studying on the property right institution innovation of Chinese rural environmental resources, it can afford an effective property right institution for the central and local government, individuals, the voluntary cooperative groups and enterprises and provide institution security for opening up a new outlook of the rural sustainable development in China.Based on these thoughts above, this paper studies from four parts as following:In chapter l,the author reviews and summarizes the related theoretical research on the environmental resources and sustainable development at home and abroad.Chapter 2 investigates the relationship between the environmental resources and rural sustainable development. Based on the definition and the characters of environmental resources under the condition of the rural sustainable development, it analyzes the present situation and trend of the utilization of rural environmental resources. In this process, the author realizes that the sustainable utilization of environmental resource is the foundation of rural sustainable development and puts forward some basic principles of sustainable utilization of rural environmental resources.更多还原
