【摘要】 对于执政党来说,科学的执政方式是巩固其执政地位,加强其执政能力的重要因素。在新的历史时期,中国共产党的历史地位已经发生了重大的变化,“从领导人民为夺取全国政权而奋斗的党,成为领导人民掌握全国政权并长期奋斗的党。”执政50多年来,中国共产党在执政方式的探索道路上曲折前进,取得了初步成绩。但由于改革开放以来,党的执政环境和党自身都发生了重大的变化,这就要求党的执政方式在新世纪要进一步改革与完善,以适应建设社会主义和谐社会伟大历史任务的需要。本文拟从政党执政规律的角度,对中国共产党传统的执政方式在新的历史时期的不适应性进行分析,得出在新世纪改革与完善党的执政方式的必要性。在此基础上,重点对党的执政方式改革与完善的路径作一初步的探索,为党的执政方式进一步改革与完善提供参考借鉴。 本论文共分为四个部分。第一部分对政党执政及执政方式的内涵及主要类型作普遍性的分析。第二部分论证中国共产党的执政方式在新世纪改革与完善的必要性和紧迫性,从世界社会主义运动中共产党丧失执政地位的前车之鉴和新世纪党的执政环境及党自身发生了重大变化而给党的执政方式带来了严峻挑战这两方面分析,得出结论:在新世纪伊始,改革与完善党的执政方式不但必要,而且迫切。第三部分论证中国共产党执政方式改革与完善的路径选择,结合人类社会民主政治发展的轨迹,从政党执政规律的角度探讨了党的执政方式改革与完善的三条路径:即确立科学思想,建立科学制度,实现执政方式的科学化;发展党内民主,促进人民民主,实现执政方式的民主化;坚持依法治国,落实依法执政,实现执政方式的法治化。第四部分对全文作出总结,指出党的执政方式改革与完善的路径选择虽然是三个方面,但却是一个相互联系、相互制约、相互促进的有机整体,必须确保三个方面协调发展。更多还原

【Abstract】 To the party in power, the scientific ruling style is an important factor to consolidate its ruling status and strengthen its ability of administration. In new historic time, the historic position of the Chinese communist party(It is called CPC for short in following parts) has already changed greatly, from the party leading people to capture national regime to the party leading people to master national regime and struggle for long. Been in power for over 50 years, CPC have made preliminary achievements advancing torturously in the probing road for testing ruling style, but since reforming and opening-up, the CPC’S ruling environment and the party itself have changed greatly, which requires CPC’S ruling style to be reformed and perfected further in new century in order to meet the need of the great historic task of building the socialist harmonious society. This text’s plans are as follows: to analyze CPC’S traditional ruling style’s unfitness in new time from the ruling regularity of political party and draw a conclusion that CPC must reform and perfect its ruling style in new century; Then, on this basis, make a preliminary exploration to formulate the routes of reforming and perfecting CPC’S ruling style in order to offer reference for further reforming and perfecting the ruling style of CPC.This thesis consists of 4 parts. Part I makes a general analysis of party’s holding power and ruling style. Part II expounds and proves the necessity and urgency of reforming and perfecting CPC’S ruling style in new century, then draws a conclusion that reforming and perfecting CPC’S ruling style is not only necessary but also urgent in the beginning of new century from the two aspects that other communist parties have更多还原
