长春大中型企业技术创新的评价与发展对策研究

【摘要】 本文在论述技术创新内涵、分类、模式、过程及创新动力等技术创新理论和借鉴国内外最近研究成果的基础上,对技术创新测度进行了深入探讨,并根据长春大中型企业的具体情况,设计了基于阶段的技术创新测度指标体系,并把技术创新环境作为评价企业技术创新情况的要素指标之一。本文根据基于阶段的技术创新指标体系,通过绝对指标的纵向对比和相对指标的横向对比,对长春大中型企业技术创新的基本情况进行了详细分析,以揭示长春大中型企业技术创新的现状和存在的问题,并从创建企业技术创新机制和提高企业技术创新动力的角度提出了解决问题的办法和对策,为长春大中型企业和相关政府部门提供决策参考。

【Abstract】 Economic increase means can be changed from crude style into intensive style and the industrial structure can be updated from the labor-intensive style or capital-intensive style to an acknowledge-intensive style by effective enterprise technological innovation. Changchun is one of the old industry bases in our country where large and medium-sized enterprises are intensively located. For many years, Changchun was affected by the planed economy and its economy development has been seriously lagged. Since 2003, Central Party Committee and the State Council have been putting forward series of strategies and methods for rebuilding the northeast old industry base, which provides a historic opportunity for the industrial economy development of Changchun. Accordingly, it is very influential to know and reflect correctly the situation and problems of the technological innovation of the large and medium-sized enterprises in Changchun and to try to provide related resolutions and countermeasures, developing an appropriate way for Changchun enterprise technological innovation. The discussion and analysis of the meaning of enterprise technological innovation, the mode of technological innovation, the process of technological innovation and the motivity of enterprise technological innovation, etc will be helpful for us to comprehend the technological innovation better, manage and promote enterprise technological innovation effectively. The measurement of the progress of technological innovation and the design of index system is the foundation of the whole measure and positive research, whose being scientific and rational determines the final effect. There are two kinds of way to measure the technological innovation process, which are characteristic-based measure and phase-based measure. Firstly, we discuss the meaning and capability of technological innovation measure. Secondly, on the basis of discuss of the theory of the meaning, sorts, pattern, process and motivity of technological innovation and drawing on the latest research at home and abroad, the article studies technological innovation measure thoroughly. According to the concrete condition of the large and medium-sized enterprises in Changchun, we have designed a phase-based index system of technological innovation measure, using the technological innovation environment as one of the key estimation indexes. Therefore, the index system of enterprise technological innovation measure in this thesis have four aspects, which are the measurement technological innovation input, the measurement of technological innovation, the measurement of technological innovation output and the measurement of technological innovation environment. According to the index system of the technological innovation measure, using the method of statistics and questionnaire investigation, through the vertical contrast of absolute indexes and horizontal contrast of relative indexes, we gained a clear idea of basic situation of technological innovation of large and medium-sized enterprises in Changchun. On the basis of the analysis of the present situation of technological innovation of large and medium-sized enterprises in Changchun, this thesis points out the main problems: weak technological foundation, short of finance, short of intellectual, lagged technics, low leverage of technological innovation service, short of government support, weak innovation environment and so on. Changchun are short of R&D institutes and having low leverage of productive equipment and technics, short of innovation thoughts and comprehensive technological innovation investment system; the short of managers who have innovationthoughts and the lose of scientific and technological intellectuals result in its short of the necessary persons for the enterprise technological innovation. In addition, because of the weak realization of market economy, low leverage of technological innovation service and the weak power the government used in creating innovation environment, the work of the cooperative innovation of product, study and research are unsatisfied. We provide some relative countermeasures for perfecting the enterprises technological innovation mechanism and increasing the enterprises technological innovation motivity for the existing problems: to invent full-direction and multilateral technological innovation investment system which is adapting to the market economy; to invent the correct mechanism for the absorbing, cultivating, using and encouraging intellectuals; at the same time of intensifying the instruction of technological center of their own, the enterprises should improve the cooperation of production, study and research by taking advantage of the technological advantages owned by universities and research institutes; the government should invent a good policy and low environment for the enterprise technological innovation. All are supposed to be references for decisions for the large and medium-sized enterprises in Changchun and related government departments. There are some innovations below in this thesis: (1) According to the concrete condition of large and medium-sized enterprises in Changchun, we have designed a phase-based index system of technological innovation measure, using the technological innovation environment as one of the key estimation indexes for the evaluation of enterprise technological innovation.
