【摘要】 东盟是中国周边外交的重要环节之一。中国的社会稳定和经济发展需要稳定、繁荣的周边环境,而东盟作为中国周边一个重要的组成部分,其发展走向将对中国产生直接影响。从这个意义上说,促进与东盟国家的睦邻友好关系、深化双方合作,是中国营造良好周边环境的重要外交部分,也是支撑中国全方位外交的重要基石之一。本文从分析中国的睦邻外交及其东南亚政策入手,以分析中国—东盟的经济合作关系、中国—东盟的政治、安全合作关系以及中国—东盟的非传统安全领域的合作关系为支撑,全面审视和研究了步入21 世纪的中国—东盟睦邻合作关系,并论述了在发展中国—东盟关系中存在的阻力,以及我国的应对之策。前瞻性地分析了中国—东盟关系的走向,对中国的外交选择提出了自己的观点。更多还原

【Abstract】 Coming into the 21st century,there is a profound influence on our good-neighborly foreign affairs with the trend of globlization and regional collectivization.The China-ASEAN’s relations as important links in Chinese neighboring foreign affairs.Their developments not only affect the Chinese development and stability but also affect the prosperity and stability of the whole Asia and the Pacific areas.It has the big theoretical value and practical significance to study the 21st century’s China-ASEAN’s relations.It will help us to analyze the situations calmly and objectively,to formulate the foreign policies flexibly and realistically,and to deal with all kinds of problems actively and appropriately.This paper keeps a foothold at present,and take a broad view of the future.It deeply studies the influence of the present international situations toward China-ASEAN’s relations,and discusses the China-ASEAN’s current situations and problems,and predicts the trend of the ASEAN and Chinese relations,and also sets forth my personal opinions on the diplomatic selections of China. ⒈Chinese Neighboring Foreign Affairs and southeast Asian Policies For a long time,the Chinese government paid more attention to the relations with the neighboring countries and took the foreign affairs as the important status in Chinese diplomatic strategies.The Southeast Asian foreign affairs are very important in Chinese diplomacy.Towards China,the Southeast Asia is of momentous geopolitical and geoeconomic significence,and it has the special strategic importance to our geosecurity.The Southeast Asia is the most important area to Chinese national benefits.Therefore,it is of major position in Chinese foreign strategies.With coming into the 21st century,the Chinese Southeast Asian policies take on new features,specific on the following: First,deepen the trade and the economic cooperation and accelerate the prosperous of the regions.Second,perfect the cooperative systems,strengthen the political talks and enlarge the range and depth of political coordination.Third,carry out the exchanges of science and technology and to fill the blanks of each other.Fourth,enlarge the cooperation of political security and to establish a stable environment. ⒉The Economic Cooperative relations between China and the East Union With coming into the 21st century,China and the East Union become more realistically in the cooperation of trade and economic fields.The East Union turns to be one of the most important cooperative partners.In the Chinese external trade,the East Union’s standing has risen gradually.It has been the fifth largest trade partner with China.The forms of trade have correspondingly developed.Started the China-ASEAN’s Trade Regional Plan formally,symbolized that China has made a substantial step in strengthen the regional economic cooperation. Estabilished the China-ASEAN Free Trade Area represented the historic breakthrough in present East Asian area’s economic cooperation,and its direct economic benefits and political overflow effects have been showed up daily.It will not only helpful to fulfill our Southeast Asian economic strategic intentions,but also beneficial to build our strategies of regional economies into an organic whole.At the same time,it will also beneficial to propel the course of the Northeast Asian regional economic cooperation,and to form the East Asian Economic Circle.Finally it will build a favorable neighboring international environment for our country. ⒊The Political and Secure Cooperative Relations of the China-ASEAN The ASEAN,make up with the Southeast Asian developing countries,has widely common strategic interests of the regional affairs with the world largest developing,China.Just more than a decade,the China-ASEAN have made a big progress in political and secure areas,and they started to set up a series of cooperative systems.Meanwhile,they developed the bilateral and multilateral relations regularly obeyed these systems.In the international and the regional organizations and systems such as the Economic Cooperative Organization for Asia and the Pacific,The Head Conference of ASEAN,China,Japan and South Korea (10+3),the ASEAN Regional Forum,Asia-Europe Conference,and the United Nationals,China and ASEAN have made mutual support and well cooperated,and commonly defended the developing countries’benefits.They played a important role in enhancing the local regional countries mutual understanding and trust,and safeguarding the regional peace and development.
