【摘要】 我国现行基层农业技术推广体系是在计划经济和传统管理体制下形成的,面对加快推进改革、完善社会主义市场经济体制的新要求,其在体制和机制等方面存在的不适应新形势的诸多问题逐步显现出来。所以,农业和农村经济进入到新的发展阶段后,急需建设一个与其相适应的基层农业技术推广体系,从而有利于推进农业经济结构战略性调整、实现农业现代化和农业可持续发展。 本研究对我国基层农业技术推广体系的现状和发展历程进行了分析和回顾,深入剖析了其存在的问题及原因,并借鉴国外农业技术推广发展的经验,力求构建适应新时期和市场经济发展要求的基层农业技术推广模式,建立和完善基层农业技术推广的运行机制。 本研究较为广泛地搜集和分析了前人的研究成果,吸收了其中一些有用的理论和方法,并综合经济学、管理学、系统科学、社会学等方面的相关理论和知识,运用规范分析和实证分析相结合、动态分析和静态分析相结合以及比较分析的方法进行探索,并结合一些实践加以讨论。 本研究通过深入分析农业技术的经济学特性,将农业技术划分为“私人技术”、“公共技术”及“半公共技术”(或“准公共技术”)三类,不同的农业技术具有的不同的特性。同时根据农业技术推广主体的不同组织形式及行为目标的差异,将农业技术推广主体大致分为三类:一是以政府为主的农业技术推广机构;二是农业企业;三是以农民为主的各种农村专业技术协会和各类农民组织(至于农业技术的科研丌发组织,如高等院校、科研机构和企业型的科研丌发组织,可以根据他们的产权结构与运行机制分别归入上述的三类中)。不同经济学特性的农业技术,对农业技术推广主体会有不同的要求。在此基础上,根据农业技术推广模式构建的相关原理和原则,构建了新时期我国基层农业技术推广的四种主要模式:公益型推广模式、科教型推广模式、公司(或企业)型推广模式、自发型推广模式,并初步建立和优化了与新时期农业技术推广模式配套的新型运行机制、投资机制、教育培训机制、政策保障机制。更多还原

【Abstract】 The current agricultural technology extension system at grass-roots level in our country came into being under planned economy and traditional management system. In the face of accelerating the reform and improving the socialist market economy system, a great deal of problems unfit to new situation that exist in system and mechanism appeared progressively. So, when agriculture and rural economy enter into a new stage, building a suitable agricultural technology extension system of grass-roots level is necessary. This system will be propitious to adjust agricultural economic structure, realize agricultural modernization and agricultural sustainable development.At first, the writer analyzed and reviewed current situation and development course of the agricultural technology extension system at grass-roots level in our country, then thoroughly analyzed its problem and reason existing in real life, used the experience of foreign agricultural technology extension development for reference, made effort to structure the agricultural technology extension mode of grass-roots level which meet the needs of new period and the development of market economy, set up the operating mechanism of agricultural technology extension of the basic-units and improve it.This research has comparatively widely collected and analyzed forefathers’ research results, absorbed some useful theory and method, and the relevant theories and knowledge in comprehensive economics, management, systematic science, sociology, etc. The author uses analyzing method of standardizing with real example and demonstration, combining together dynamic analysis and static analysis method.
