旅游专项规划环境影响评价研究

【摘要】 旅游专项规划环境影响评价是在旅游规划编制阶段,对规划实施可能造成的环境影响进行分析、预测和评价,并提出预防或者减轻不良环境影响的对策和措施的过程。本文以《规划环境影响评价技术导则(试行)》为依据,以项目及区域环境影响评价的方法为参考,研究出旅游专项规划环境影响评价的技术方法及评价重点。旅游专项规划环境影响评价的理论研究部分主要包括旅游规划及环境容量分析、旅游规划环境影响评价指标的建立、评价标准的确定、旅游区的环境质量评价、规划的环境影响预测并提出环境保护措施。本文以拉法山国家森林公园旅游总体规划为研究实例,对规划进行了综合分析,认为规划方案基本合理;对旅游环境容量进行了分析计算,得出在旅游旺季,日环境容量为11000人,年环境容量为200 万人;对旅游区域的环境质量现状及规划的环境影响进行了预测,并在此基础上提出相应的保护措施。得出评价结果为:拉法山国家森林公园旅游总体规划方案基本可行,发展规模合理,但水上活动规划区的选择对环境有一定压力,只要按照规划的内容及本文提出的具体措施进行实施,能够很好地做到旅游业的健康发展及旅游资源的保护。

【Abstract】 The tourism is called rising industry. The world economic will get into a new rising moment in the 21st century, and it will supply much market space to the tourism develop, the tourism in china will be at an important status. Planning is a select to all kinds of activity project. Tourism planning is to make a forecast to the nature development, and select a way to achieve an aim. Planning environmental impact assessment is to analyze, forecast and assess the environmental impact in the planning process, and to advance the methods to prevent or lighten the bad environmental impact, and it is with the process of planning compiling. In this paper, the author selecting the project and area environmental impact assessment method as a reference, studies the method and the emphases of assessment, keeping away from pursuing the economic benefit unilaterally and destroying the nature resource, and provide a theory to use the tourism resource reasonably, realizing the sustainable development of tourism. The study on the environmental impact assessment of tourism planning in this article consist the analysis on tourism planning and environment capacity, the assessment index, assessment standard, and environmental impact assessment of planning, and approving the protective measure to the environmental impact. The environmental impact assessment of tourism planning should go on the basis of fully understanding planning, analyze establishment background, goal, planning target, planning content, feasibility of the planning scheme, and the relation with relevant laws, regulations and other planning. The analysis consist the harmony of goal and the feasibility of the objectives and planned project synthetically. Tourism environment is the center of the tour activity, and is the basis of the tourism existing and developing. Tourism environmental bearing capacity shows the tour activity intensity that can not destroy the eco-environment in tourism planning area. In this paper, author selects the monomial speculating model to calculate the tourism environmental bearing capacity. The tourism environmental bearing capacity consists on natural eco-environmental bearing capacity, tourism space bearing capacity, resource bearing capacity, social eco-environmental bearing capacity, and tourist mental bearing capacity. The evaluation index is the describing of environmental goal. The environmental impact evaluation index system of the tourism planning should include the social economy cultural index, ecological environment index, natural environment index, humane environmental impact index, risk calamity index and sustainable index. To different evaluation indexes, choose different evaluation criteria and confirm the method. After confirming the evaluation index with rational science and evaluation criterion, can carry out the environmental quality assessment and the environmental impact assessment of the tourism planning, and approve the protecting measure. The environmental impact prognostication consist the prediction in building phase and business phase. Prediction mainly includes ecological environmental impact prediction, water environmental impact prediction, atmospheric environmental impact prediction, sound of environmental impact prediction.
