【摘要】 农业科技园作为现阶段应用农业高新技术、优化农业结构的样板,是推动我省农业在WTO框架下持续健康发展、培育和提升其国际竞争力的关键所在,在我省农业现代化过程中起到了举足轻重的领航和示范作用。大力发展农业科技园区,也是我省农业生产方式逐步由传统粗放型向集约型过渡,推动我省农业科技进步和农民增产增收的重要举措。就我省农业科技园区建设的现实而言,园区发展中的确还存在着不容忽视的问题。因此,立题研究我省农业科技园区发展现状,分析其存在问题,并在此基础上,探讨我省农业科技园区可持续发展的相关对策思路,对推动我省农业科技园区健康快速发展具有重要的现实意义。 本文综述了国内外农业科技园区的研究发展概况,界定了农业高新技术、农业科技园区、农业产业化等相关概念和制度创新理论的借鉴,研究和论述了农业科技园区建设对我省农村经济发展的重要作用。通过对河北省25个省级农业科技园区发展情况的调查,以及相关资料的分析,评价了河北省农业科技园区的发展现状,阐述了我省园区在建设规模、科技成果转化、区域特色产业、经营机制创新、农民素质提高和农民增收等六个方面取得的成效,在此基础上,总结了政府给予支持、资金筹措到位、园区功能多样、技术支撑保障、企业运作管理的五大基本经验,分析了当前制约我省农业科技园区发展的主要问题,如政策环境不优化、资金投入不够、管理体系不完善、运行机制落后、产业带动能力弱和科技支撑体系不健全等。文章选取了邓庄、昌利两个不同类型的园区作为典型案例进行研究。结合对河北省农业科技园区发展现状和存在问题的分析,文章指出我省农业科技园区应遵循科学发展观和以人为本的原则,坚持“政府指导、企业运作、科技支撑、中介参与、农民受益”的基本发展思路,并提出了优化园区政策环境、健全园区宏观管理体系、形成多元化的投融资机制、企业化经营的运行机制、培育园区优势主导产业和龙头企业、强化科技支撑体系等对策建议。更多还原

【Abstract】 As a solution of applying the agricultural high technologies and optimizing the agricultural structures, Agricultural Science and Technology Zone (ASTZ) is a key point to propel the sustainable development of the agriculture in Hebei province, as well as enhance its international competing ability under the frame of WTO. It can be seen that ASTZ will play an increasingly crucial role as a leader or a navigator in the modernizing procession of Hebei’s agriculture. Consequently, the development of ASTZ is of significant importance for helping the mode transition of agriculture from traditional extensive type to intensive type, promoting the development of agricultural science and technology, and increasing peasants’ outputs and incomes. As for the status of ASTZ in Hebei, there are still many un-negligible problems need to be solved. So it is important to study the actuality of ASTZ in Hebei and explore the unsolved problems in it. Furthermore, some countermeasures put forward based on the former works will be of great realistic meanings for the rapid and healthy development of the ASTZ in Hebei.This paper begins with an overview of the international and the domestic status of the works in the area of ASTZ. Then some relative concepts are explicitly defined such as the terms: agricultural high technology, ASTZ and agricultural industrialization etc, as well as the usage of the institutional innovation theory. The realistic significance of developing ASTZ for promoting rural economics in Hebei province is also demonstrated. Based on the investigation to the 25 provincial ASTZs in Hebei and the analysis to the relative informations, this paper generalizes the main achievements obtained in developing ASTZs in six aspects, i.e. constructed areas, science and technology production transformation, area characteristic industry, operation mechanism innovation, improving peasants’ qualities and increasing peasants’ incomes. In addition, five successful experiences are summarized as government supporting, sufficient financing, functional variety, robust technological supporting system and effective business management. On the other hand, some unsolved problems are also discovered in this paper such as the lack of attractive policy environment, the shortage of invested finance, the unsuitable management systems, the outdated operation mechanisms, the limited industrial capabilities and technological supporting systems. In this paper, Dengzhuang ASTZ and Changli ASTZ are chosen as the typical cases for our analysis. A conclusion can be drown in this paper that the construction of the ASTZ in Hebei province should adhere to the science development view and follow the principle of taking the human as the fundamentality.
