新时期我国乡镇行政区划调整与体制改革的理论与实践

【摘要】 中国乡镇行政区划调整作为区域管理的一种重要措施,对于促进区域经济社会的全面发展有着积极的作用。面对新的发展趋势及我国乡镇行政区划现状,本文针对我国乡镇行政区划调整及体制改革进行了如下研究。 第一部分论述了中国乡镇行政区划基本特点,探讨了乡镇行政区划驱动力,体现了中国乡镇行政区划的重要性、必要性与可行性,并对有关乡镇行政区划的研究进行了回顾。 第二部分以河北省乡镇行政区划改革调整为例,深入探讨河北省乡镇行政区划调整的必要性及其内容,属于理论分析环节。先研究河北省乡镇行政区划现状及问题,其中包括乡镇中存在问题,撤乡并镇行政区划调整的重要性,之后,分析了部分镇和街道办事处的基本现状,并对河北省镇改街道办事处的必要性进行了分析,在此基础上,归纳总结了河北省乡镇行政区划改革调整内容的两个层面——撤乡并镇,改镇设街;同时,注重在建制镇中选择培育重点镇,最后指出中国乡镇行政区划体制的未来走向——乡镇自治和社区自治。 第三部分是河北省乡镇行政区划改革调整实践,属于实证应用环节。先探讨了河北省近、中、远期撤乡并镇的数量目标,并研究了河北省撤乡并镇的具体调整方法步骤、实现形式、撤并结果、空间分布;再研究了河北省镇改街道办调整目标、程序、结果以及注意方面;最后,研究了河北省的重点镇培育的数量目标与选择分析。 第四部分是对中国乡镇行政区划体制未来发展的前瞻性研究,指出未来中国乡镇行政区划体制必将被乡镇自治体制代替。先以美国、日本为代表,对国外地方自治理论特点进行了分析与借鉴;再对历史时期中国乡镇自治管理进行了考证与评价,最后给出当代中国乡镇自治体制理论发展的相关对策。 第五部分是本文的结束语,作为全文的总结。着重强调了中国乡镇行政区划的作用,并归纳总结了河北省乡镇行政区划调整的模式方法,剖析了中国乡镇行政区划体制改革趋向是乡镇自治,意在为中国乡镇行政区划体制改革实践提供借鉴依据。更多还原

【Abstract】 The village-town administrative division adjustment in China, as a kind of important measure of regional management, plays an active role to promoting regional social-economic development. Facing the new trend of development and stature of Village-town administrative division in China, this paper makes a research on adjustment and system reform of Village-town administrative division.The first part of this paper discusses the fundamental features of village-town admmistrative division, explores the drive force of village-town administrative division, explains the significance, necessity and feasibility of village-town administrative division in China and conducts a review pertaining to the research of village-town administrative division.The second part, taking the village-town administrative division adjustment of Hebei province as a case, deeply explores the necessity and contents of village-town administrative division adjustment in Hebei province. This part belongs to the theoretical analysis. We research the reality and problems of village-town administrative division adjustment in Hebei province including existing problems in village-town and the significance of village-dismiss and town-combination division adjustment; Furthermore, we analyze the basic situations of some towns and sub-district office and the necessity analysis for change-town-to-sub-district office; Finally, based on the analysis, we summarize the main contents of village-town administrative division adjustment in Hebei province including two layers: village-dismiss and town-combination and change-town-to- sub-district office; Meanwhile, we emphasize the selection and cultivation of some key towns from existing ones and point to the future trend of village-town administrative division adjustment in China—village-town autonomy and community autonomy.The third part is the practice of village-town administrative division adjustment in Hebei province, which belongs to positive application.
