【摘要】 在当今信息化浪潮席卷社会每一个角落的大环境下,农业信息化是农业发展的必然趋势,是解决“三农”问题和实现农业现代化的必由之路。而在农业信息化建设进程中,对农业信息资源进行最大程度的开发与利用是其核心,也是其最终目的。本文从农业信息资源的属性出发,通过辩证、系统地分析,结合山东省农业信息资源开发利用现状,提出山东省农业信息化过程中农业信息资源开发利用措施,并对与当前山东省农业信息化建设关系密切的两个专题进行了详细的分析与论述。本文重点是对农业信息资源的属性分析,试图将其本质属性与措施的连接明朗化。第一部分,主要结合农业信息化发展的必然趋势,阐述了本文的研究背景、国内外相关研究现状,并阐述本文的研究思路和方法。第二部分,阐述了农业信息化建设的本质、内涵及其对国民经济发展、农业可持续发展的巨大作用,并在此基础上分析说明了农业信息资源开发利用在农业信息化建设中的地位及其与农业信息化建设的关系,指出了农业信息资源的开发利用是农业信息化的核心。第三部分,侧重于农业信息资源本质属性的阐述,并进行了归纳总结,应用系统论、辩证思维对其进行了论述、分析,主要从农业信息资源的质量与数量、内容与形式、时空特性、及开发利用的主客体系统、环境氛围来展开。笔者认为这种论述分析就是建立在农业信息资源本质属性与开发利用措施之间的连接。最后结合山东省实际情况,提出了农业信息资源开发利用的措施。第四部分,根据山东省农业信息化的建设进程,分析了在当前阶段与农业信息化建设密切相关的两个专题:政府在农业信息化进程中的角色和更多还原

【Abstract】 Nowadays the informationization tide is sweeping across every corner ofthe society. under this condition ,the agricultural informationization is aninevitable trend of agricultural development, the only way of solving problemsof Agriculture, Countryside and Peasantry,and also of the way realizingagricultural modernization. In the agricultural informationization constructionprocess, how to exploit and use to the agricultural information resources in themaximum degree is their cores and final purpose.This article proceeds from attribute of the agricultural informationresources, proposes the measure of exploitation and utilization and has carriedon detailed analysis and described to two special topics in close relation withagricultural informationization construction of Shandong at present throughanalysing dialectically and systematically and combining the current situationof exploitation and utilization of agricultural information resources.
