【摘要】 改革开放以后,我国的非政府组织取得了长足的发展,在社会中起着举足轻重作用。同时,非政府组织作为一支重要的政治力量,在我国的政府过程中扮演着重要角色。本文在借用西方的政府过程理论的基础上,结合我国非政府组织的实际情况进行实证分析和理论研究,具体剖析了我国非政府组织在政府各个过程中所处的位置,扮演的角色。最后指出我国非政府组织建设还存在的缺陷并提出政策建议。 本文第一部分分析了非政府组织的内涵 、特点、存在的依据和我国非政府组织的特殊性及发展现状。接着,介绍了政府过程理论的渊源及当代我国的政府过程。第二部分,详细剖析了政府过程的各个阶段非政府组织所起的作用,具体论述了在利益表达、利益综合、政府决策、政策执行、反馈与监督等过程中的非政府组织的活动。第三部分,对政府过程中的非政府组织进行横向的、综合的研究,揭示了在国家政治、经济、文化和社会生活中非政府组织的作用。最后,通过对政府过程中的非政府组织存在的一些问题的考察,给出政策建议。更多还原

【Abstract】 After reform and open, the NGO of china has obtained large development ,which plays an indispensable role in our society. NGO, as an important political power, acts an important part in the governmental processes of china. This essay combining the western theories of governmental process with the current situation of china does plenty of empirical analysis and theoretical studies to explain concretely the position of NGO of china in the every governmental process and the part. It acts and to point out the shortcoming of NGO in the governmental processes of china and propose some suggestion in the end. This essay is divided into four sections. The first section introduce connotation and characteristic of NGO and the actuality of china, then, lead to the theory of governmental process and the function of NGO of china. The third section does transversal and composite study to the NGO in the governmental process and analyses the function of NGO china in the aspect of economy. Politics and culture. The last section gives some advices to help setting the questions that exist in the governmental process.更多还原
