【摘要】 政治合法性是一个古老而恒新的话题。对政治合法性问题的思考最早源于西方,伴随人类政治实践的发展而源远流长,其中不乏闪烁着人类智慧光芒的经典思想。因此,考察政治合法性理论的发展历程,对于探讨当前我国政治合法性模式应该如何建构,具体趋势如何,是十分必要和重要的。本文将通过对政治合法性理论发展历程的简要分析梳理,吸其精华,总结出其中带有启发性的观点为“我”所用,并以此作为研究当前中国共产党政治合法性模式趋向问题的逻辑起点。 当然,仅有理论的指导是远远不够的,实践才是认识形成、发展的动力和源泉。中国共产党执政的历史也是一部对合法性不断探索、诉求的历史。50多年的宝贵实践经验,为分析当前政治合法性的趋向问题提供了可靠素材基础和实践经验支持。建国初期到1978年以前,在运用马列主义理论指导取得革命胜利,以及当时处于与外部世界相对隔绝的特殊时代背景下,以意识形态为中心的合法性模式为中国共产党赢得了前所未有的广泛合法性支持。但长此以往,意识形态的相对性地位决定了缺乏物质基础的支撑而必然走向逐渐瓦解的命运。1978年以来,改革开放和市场经济的全方位推进,依靠发展生产力,满足人民的功能性需求给党的合法性带来了新的活力,这种以经济绩效为中心的合法性模式又一次为党赢得了坚实的合法性基础。但经济发展的规律决定了经济不可能永远高速发展,而是具有一定周期性的。所以,一旦经济出现问题,由于缺乏制度、规则的保障作用,容易引起政治领域的连锁反应,也就是说以经济绩效为中心的合法性模式自身埋下了先天不稳定的种子。 尤其是在面临错综复杂的国际、国内背景的今天,党内、党外各种不适应情况和不确定因素有所增长,对党的执政能力、执政水平提出了更高的要更多还原

【Abstract】 Political legitimacy is an old but permanent and new topic. Thinking about political legitimacy comes from the west first and there are some classical thought that flash with brilliant rays of human intelligence in the history of human being’s political practice. What the tendency should be is very essential and important. My article will summarize the views with enlightenment by combing and analyzing the development process about the political legitimacy theory. And this will be the logic starting point in the story of political legitimacy mode’s tendency of the CPC.Of course, guidance of theory is not enough; practice is the force and source of cognition’s forming and development. History in power of the CPC is a history of exploring and demanding to the question of political legitimacy. Valuable practical experience for more than 50 years offers reliable material foundation and practical experience approval for us to analyze the problem of practical legitimacy. Form the early days of our country’s foundation to 1978, under the guidance of Marxism-Leninism the mode of legitimacy taking ideology as the center had earned unprecedented extensive legitimacy support for the CPC in the isolated situation from the external world. But if things go on like this, the destiny must move towards disintegrating gradually as the relativity of ideology has determined to lack the support of the material base. Since 1978, reform and opening-up omni-directional promotion and meeting the people’s functional demand through developing the productivity have brought new vigor for legitimacy of the party. Such a mode of legitimacy centering on economic performance has earned the party solidly legitimate foundation again. If economy goes wrong, it will affect the political region as a result of without the guarantee of systems and regulations. That is to say the mode of legitimacy taking economic performance as the center buries the congenital and unstable seed for legitimacy foundation.Especially today, under the background of intricate international and domestic situations, varies kinds of incompatible situation and uncertain factors grows in and out of the party.
