电子政务下的行政决策研究

【摘要】 “运筹帷幄之中,决胜于千里之外”说明了决策的重要性。行政决策是行政管理的核心。随着我国加入世贸组织和社会主义市场经济体制的建立,公民的民主参与意识越来越强,行政决策民主、科学的呼声也越来越高,加大政务公开力度,增强政府政策透明度,是今后我国政府的发展方向。电子政务被认为是有效提升政府职能部门管理、服务和协调能力的手段之一。目前,各个发达国家都大力发展电子政务来取代传统政务,随着电子政务工程在全国的推进,电子政务给行政决策带来的影响也越来越明显和深远。本文在对行政决策和电子政务的理论进行概括的基础上,系统的研究了我国政府推行电子政务给行政决策带来的历史性机遇,同时系统的分析了发展电子政务对行政决策可能产生的负面影响。并结合我国实际情况,探讨了政府如何克服这些负面影响。更多还原

【Abstract】 “Devise strategies within a command to win a victory thousands miles away,”stresses the importance of decision-making. The administrative decision is the core ofthe administration management. Along with the entry into WTO and the establishmentof the socialism market economy system in our country, the democracy of the citizenparticipates the consciousness stronger and stronger, the noise of shouting that requestthe administrative decision democracy, section to help is also higher and higher,public strength of the enlargement governmental affairs, strengthen the governmentpolicy clarity, is the developmental direction of our country government after-time.E-government is seem as one of measures to enhance the governmental abilities ofmanagement、service and cooperation. Currently, each flourishing nations all developE-government affairs strongly to replace the traditional governmental affairs, alongwith E-government affairs engineering propulsion in the whole country,E-government affairs give the influence that the administrative decision bring alsomore and more obvious and profound result. This text at the basis the administrationmake policy and the E-government affairs of theories carry on the foundation forgeneralize up, the system studied the our country government to promote the historicopportunity that E-government affairs brings for the administrative decision,systematically analyzed the development E-government affairs to make policypossible output negative influence to the administration at the same time.
