村庄治理中的女村官研究

【摘要】 研究女性治村现象,对解读农村社会自治、完善基层民主理论、改革政府治理范式具有重要意义。本文在借鉴国内外相关成果的基础上,抱持客观求实的态度和凸显问题意识,将江西G村、O村、Z村的女性治村纳入到民主治理理论框架中研究,力图揭示农村女性治村具有的个性、共性,女性治村与村级民主治理模式的关系。文章分五部分进行论述。 文章第一部分,介绍了研究的缘起和研究样本,分析了研究意义,评析了国内外研究现状,提出了研究假设,界定了研究的核心概念。本研究源于田野调查发现:女村官出现的村落村庄秩序的变化。在此基础上提出了四个研究假设:女性代替男性进入村庄权力系统的原因是多方面的;女性进入村庄权力系统的途径和治村策略的选择与政府行为有强相关性;女村官治村行为特征呈多样性,但女性文化特质会促进村治中的民主化倾向;女性治村现象与“政府治理——社会治理”的关系模式有相关关系。 文章第二部分,剖析了女村官现象产生的背景。本文指出,现代化进程对乡村社会治理变迁的要求、国家政治层面的民主化语境与性别意识的觉醒、政府支持性政策与女性公共身份的获得构成性别替代的宏观背景,三个村落的具体村情构成性别替代的微观背景。这一部分基本验证了第一个假设。 文章第三部分,分析了女村官参与选举及治村行为。此部分运用“过程/事件”分析方法,以权力关系的变化为主线,选择女村官行为为因变量,村集体资源、乡政府行为、村庄男性村官行为、村民行为为自变量对六个典型事件进行了深入解析。由此得出,女性进入村庄权力系统的途径和治村策略的选择不仅与村庄社会、女性自身因素有关,还与政府直接或间接的行为有强相关性;受国家治权、社会自治权和社会性别权力的影响,女村官治村行为特征呈多样性,同时也不同程度的体现了性别的特殊性,即,女性文化特质促进了村治中的民主化治理倾向。这基本验证了第二、三个假设。 文章第四部分,探讨了女性代替男性出任村官的实际效果。此部分以女村
【Abstract】 Researches on the phenomenon of female governing villages can be of real significance in comprehending rural community’s self-government, in perfecting democracy theory at the grassroots level and in reforming the government’s governance paradigm as well. Based on the relevant researches both at home and abroad, this article will bring three villages of Guantou, Aoshang, Zhangshu in Jiangxi Province into the research framework of democracy governance theory. With an impersonal attitude and an intention of displaying problems, this article attempts to make clear both the individuality and commonness in female governing villages and to make out the relations between the mode of female governing villages and the democracy governance at the village level. Five sections are included in this article.The first section of this article focuses on the introduction of the genesis and the sample of this research, analyzing its significance, evaluating its present researches both at home and abroad and defining its core concept. By field research method, the change of the village order in villages with female village officers can be found in this article. Thus four assumptions are advanced. One is that the reason for the female’s access to the village power system varies. The second is that the way for the female’s access to the village power system and the choice of the policy governing the villages has a strong relativity to the governmental behavior. The third is that the characteristic of the behavior of female governing villages differs, whereas female culture will facilitate the democracy tendency in the village governance. The last is that the phenomenon of female governing villages is associated with the mode of government governance — social governance.The second section analyzes the background for the appearance of female village officers. The macroscopical background of this gender substitute comprises of three factors. They are the demand for the vicissitude of rural social governance, which emerges in the modernization process, the democracy context at the state political level and the awakening of the gender awareness, the government supportive policy and the female’s acquiring public identity. And the microcosmic background comprises of specific situations of the three villages. By and large this section validates the first assumption.The third section addresses the behavior of female village officers’ participation in the election and governing the villages.
