【摘要】 中国总体上还处于工业化发展的中期阶段,由于长期实行高度的计划经济,未能合理安排产业结构、产业布局,导致社会资源的巨大浪费和生态环境的严重破坏。随着改革的深入,在浙江、珠江三角洲等地发展起来的民营企业集群或称“块状经济”,带动了当地经济的快速发展,促进了资源的合理配置,引起学术界的普遍关注。本文结合当前我国民营企业以及民营企业集群发展的具体实践,试图对我国民营企业集群发展问题进行探索和研究。 文章首先对民营企业、民营企业集群等相关概念进行界定和阐述,简要的介绍了民营企业集群的发展现状,对其形成机制进行理论分析。其次,文章对民营企业集群发展优势进行经济分析,指出这种发展模式有利于企业细化分工提高生产效率,有利于降低企业交易费用,有利于企业创新活力的发挥,有利于企业融资便利产生乘数效应,有利于企业处理好与利益相关者的关系,有利于促使企业走生态化道路,并以美国硅谷以及意大利特色产业区的成功经验作为民营企业集群发展优势的生动例证。再次,文章从多角度,对民营企业集群发展存在的问题进行全面考察,分析认为民营企业自身存在大量问题,集群发展水平不高,地区硬软规制不到位以及中西部地区经济资源进一步向东部集中等都成为制约民营企业集群发展的障碍。最后,文章针对上述问题,提出四方面的建议并进行可行性论证。文章建议民营企业应尽快提升自身素质,提高管理水平;发挥政府作用,推动集群发展;加强地区硬软规制建设,为民营企业发展集群创造条件;中西部各地区应从自身实际出发,逐步形成具有比较优势的民营企业集群。更多还原

【Abstract】 On a whole, China is at the meditative stage of the development of industrialization. The long term planned economy with the stiff practice, the poorly arranged industrial format as well as the industrial structure have resulted in the great waste of the resource and the severe damage of the ecological environment. Nevertheless, with the deep going of the policy of the reform, the private-owned enterprises’ cluster or so called "specialized town" developed in the places of Zhe Jiang province , Zhu Kiang Delta and so on has push the local rapid development and the reasonable use of the resources , which has focused the wide attention of the academic circles and the other wise people. This article is to make a study and exploration on the development of the private enterprises’ cluster in China in the light of the present enterprises and their clusters execute practice.The article, firstly, it is to define and explain the terms of the private -owned enterprise and its enterprise cluster as well as some relevant concepts, moreover, it also analyses the current situation and its shaping mechanism of the present private enterprises.Secondly, it is to analyze in detail the model of the private enterprises’ cluster that means a lots to the problems waiting to be handled which generally existed in the present enterprises. This model is in favor of enhancing productivity of the specialized enterprises, lowering transaction costs for enterprises, absorbing capitals into enterprises and causing multiplier effects, handling properly the relation for enterprises with partners of interest, and bringing enterprises on the road of the harmonic development. It also supplies the private enterprises’ cluster in China with some successful experience from the foreign countries as a sound proof.Thirdly, the article investigates fully the factors aroused the obstacles in the cluster from different aspects. It says that the setbacks lie in the unsatisfying qualities of its mangers, inefficient management, backward technology, low price of the products attached, the difficult enterprise financing, unreasonable structure in the cluster, the co-ordination at a small enough between the enterprises, shortage in the sophisticated structure on "product, study , andresearch" , the old fundamental equipments , the increasing hazard in the administrative repeated investment, the loose systems both the hard and soft inside and outside the cluster and the setbacks of the cluster in the west aroused from the east, all of these are on the way of the development of the clusterFinally, it is to propose some suggestion from four respects and prove them reasonably. The article advises the private enterprises’ cluster to better its own qualities as soon as possible, improve the management, elaborate the part of the government, strengthen the growth of the cluster, ameliorate the hard and soft systems, create a fine surrounding for it. Besides this, the varied areas of the middle and the west should gradually shape a cluster with a comparatively dominant position proceeding from their own actual conditions更多还原
