【摘要】 在高校贫困生问题日益突出,产生的各种矛盾和社会问题日益尖锐的情况下,研究高校贫困生资助问题,评估现行资助政策运行效率,进一步完善高校贫困生资助政策体系,切实解决高校贫困生问题,是我国高等教育面临的一个十分紧迫而重要的理论课题和现实课题。 本文运用发展经济学、教育经济学、有关贫困生理论、人力资本理论及相关分析工具,从高校贫困生概念的界定入手,对高校贫困生的基本情况给予了全面分析,系统阐述了高校贫困生形成的背景和主要原因,着重指出了高校贫困生在求学过程中存在的经济困难和成才障碍。进而从贫困生经济解困和促进其全面发展两个层面进行了研究,并给出了可供参考的意见和建议。 在贫困生的经济解困研究方面,本文通过对我国资助政策的历史考察和现行资助政策的系统分析,指出现行资助政策在资助模式、组织领导和实施主体等方面存在的主要问题,结合对国内外成功做法的分析,提出了贫困生经济解困的建议对策。特别是对国家助学贷款政策的实施效果进行了深入分析,提出了具有可操作性的措施办法。 在促进贫困生全面发展研究方面,本文通过研究我国贫困生的资助理念,结合贫困生存在的成才障碍,分析了我国资助政策在育人功能方面的不足,进而提出以贫困生的主体需求为出发点,以贫困生的全面发展为目标,树立“促进贫困生全面发展”的资助理念,并就这一理念的构建提出了具体建议。更多还原

【Abstract】 With the increasing prominent problems of needy students in universities, a great variety of sharp contradictions occur and this social issue intensifies. Under the circumstances, it is very urgent and significant to research the task facing our higher education, whether it is in theory or in practice. So we need to study the problems as to financing needy students in universities, to evaluate the operating efficiency of current financial aid policy, and to establish all-sidely a system for financing needy students.The thesis begins with the definition and limit about needy students, analyzes comprehensively the general situations of them, elaborates systematically the formation and main reasons, and points out emphatically the economic difficulties and obstacles to success during the course of their studying. Based on all these, the thesis further explores the concept and relative theories in financing needy students, combs the formation of current financial aid policy, and accounts the chief contents, functions and executive things of such aspects as "scholarship, study loan, part-time jobs for study, grant and the reduction or remission of tuitions".Then, on the basis of the idea of developing overall people, and in connection with the concept about the current financial aid policy and the problems in the executation, the thesis puts forward the basic theoretical principles of changing the concept, and reforming and perfecting the policy.Finally, based on the analysis and research, the thesis proposes eight countermeasures to perfect the policy of financing needy students in universities. Firstly, establish a financial aid concept of "stimulating all-round development of needy students"; secondly, strengthen the leading and supervision of the work; thirdly, set up a pluralistic system under the leadership of our government; fourthly, perfect the pattern with the study loan in the center; fifthly, enhance the efficiency in the work of executation; Sixthly, carry out a flexible credit system; Seventhly, standardize the tuition policy in universities; and the last one , accelerate the legislation offinancial aid policy.更多还原
