【摘要】 进入21世纪,在新技术革命和经济全球化的推动下,国际分工格局正在发生深刻的变化,产品和生产要素在全球范围内加速转移流动,为适应新形势,世界各国掀起了新一轮的经济结构调整浪潮。同时我国经济进入了新的发展阶段,经济发展中的结构性矛盾越来越突出,已成为制约国民经济进一步发展的重要障碍。因此,国家“十五”计划把结构调整作为新世纪初叶中国经济发展的主线,党的十六大把结构调整作为关系经济长远发展的全局性的重大战略问题来抓,而经济结构战略性调整的关键和重点就是产业结构的战略性调整。目前浙江经济已经走过了以数量扩张为主要特征的工业化初期阶段,进入了以结构调整、增长转型为主要特征的工业化中期阶段,面临着促进经济发展从量的扩张到质的提高的转变,产业结构处在高变动和大调整之中。如何因势利导把握产业结构演变趋势,主动地推进产业结构的转换与优化升级是浙江下一步发展的关键。本文以产业结构理论为出发点,既着眼于当前的需要,更着眼于未来,着眼于21世纪抓住机遇,迎接挑战的战略要求,立足浙江省情,分析了浙江省产业结构演变历史与动因,从三次产业结构、社会总产值结构、一二三产业内部结构以及地区比较等方面对浙江省产业结构状况进行多视角分析,在此基础上,探讨了浙江产业结构发展方面存在的问题与不足,针对这些问题与不足,文章提出了未来浙江产业结构调整的原则与重点,并提出了产业结构调整若干对策与建议。 本文共分为五个部分,其内容分别如下:第一章主要对研究问题的国内外背景、国内外产业结构相关研究、研究思路和框架等方面进行了总结和概括。第二章主要总结了产业结构的相关理论,包括产业分类、产业结构演进理论、产业结构变动的动因以及产业结构与经济发展的关系等。第三章主要运用产业结构的相关理论,对浙江产业结构的演变特点及成因作了概括,尤其以改革开放以来为分析重点。第四章主要分析了浙江经济发展中的产业结构现状,在分析的基础上指出当前浙江产业结构存在的主要问题是:三次产业结构比重与浙江的经济发展水平之间存在“非对称性”;农业中种植业比重仍过大,农林牧渔服务业发展不充分;工业结构整体素质偏低,结构升级缓慢;第三产业比重偏小,结构层次偏低;浙江与苏沪产业同构现象严重等。第五章主要在前几章分析的基础上,指出浙江产业结构调整的重点:一是解决三次产业结构偏差,促使产业结构更加合理化;二是促使工业产业结构高级化,在产业协调性较好的基础上加快产业结构高度化,实现浙江产业协调化和高度化的统一,提高工业产业结构的整体素质。并提出了产业结构调整的原则以及调整的若干对策。更多还原

【Abstract】 In 21th century, urged by the new revolution in science and technology and the economic globalization, the pattern of international division of labor is undergoing dramatic change. In order to adapt to the new situation, every country in the world carries out the strategic adjustment of economic structure. At the same time, our national economy enters a new developing period, but the structure contraction in economic development becomes more and more obvious, which restrains our national economy from further development. So during the 10th Five Plans, government looks upon the structure adjustment as a main clue, and the Party’s 16th National Congress regard economic structure adjustment as momentous strategic problem, which relates to the overall economic development, and the key of economic structure adjustment strategically is industrial structure adjustment strategically. At present, the economy of Zhejiang province underwent industrialized initial stages, which was characteristic of quantity increase, and is entering industrialized metaphase stages, which is characteristic of quality enhancement. How to improve industrial structure transition and upgrade is the key of economic development in Zhejiang province in future. Started with industrial structure theory, with an eye not only to current need but also to the future of catching hold of opportunity and receiving challenge in 21th century, based on the fact of Zhejiang province, the paper analyzes the evolution history and dynamic reasons of industrial structure in Zhejiang province, and analyzes the present industrial structure situation from the aspect of three industrial structure, the gross social product structure, the industrial inner structure, the regional comparison and so on. Based on the present analysis, the paper discusses the incompleteness and problem of industrial structure in Zhejiang province. Aimed at the incompleteness and problem, the paper provides the basic principles and emphasis of adjusting industrial structure, and gives some advise and countermeasures.This dissertation consists of five chapters. Chapter one mainly summarizes research background home and abroad, the relevant research on industrial structure, the research clue and framework of the paper. Chapter two chiefly introduces the relevant research on industrial structure theory, including industrial classification, industrial structure evolution, the relationship between industrial structure and economic development and so on. The third chapter, mainly applied industrial structure theory, generalizes industrial structure evolution features and dynamic reasons, especially the period after China’s Reform and Opening. Chapter four studiesthe present industrial structure situation and refers to the incompleteness: existing disparity between three industrial structure and the level of economic development; a larger proportion of crop cultivation in agriculture, and inadequate development of services for farming, forestry, animal husbandry and fishery; a smaller proportion and lower level of the tertiary industry; the serious industrial sameness among Zhejing, Shanghai and Jiangsu province. The fifth chapter refers to the adjustment emphasis of industrial structure: Firstly, resolves distort of three industrial structure, makes the industrial structure more rationalization. Secondly, upgrades industrial structure and realizes the unification of coordination and heightening of industrial structure in Zhejiang province.
