【摘要】 中国有句老话“民以食为天,农以种为先”,良种作为农业科技的载体,是作物产量和质量的根本内因,是实现农产品高产、稳产、优质的重要保证。良种产业化是农业产业结构调整的重要源头和带动力量。天津蔬菜良种产业作为天津市建设沿海都市型农业的重点优势产业,在国内具有较强竞争力,年销售收入上亿元,为天津市农业结构调整,农业增效,农民增收和农产品竞争力增强起到了重要作用。 随着经济全球化趋势的增强,不断提高技术创新能力和向集团化发展是当今世界种业发展的两大主要特征。我国是世界上第一蔬菜生产大国和蔬菜种子需求的第一大市场,中国蔬菜种子市场的巨大潜力和利益空间吸引着国外许多强大的种子企业向中国蔬菜种子市场挺进,竞争十分激烈。加入WTO,使我国的种业发展面临着一个新的国际环境,蔬菜种业的市场竞争关系已由国内竞争转向国内和国际双重竞争。就天津蔬菜种业而言,如何扬长避短,不断做大做强,是未来面临的一个重要问题。 本文运用理论分析与实践相结合的方法,以定性研究为主,辅以定量分析,对天津蔬菜种业的现状、发展优势,进行了系统分析,总结出了天津蔬菜种业存在的问题。同时对天津蔬菜种业面临的形势、制约因素进行了归纳分析,并在此基础上提出了天津蔬菜种业发展对策及建议,即:首先市政府要加强调控力度,为蔬菜种业发展提供必需的政策支持;制定和实施市蔬菜种业人才发展战略;发挥信息化优势,加速种子信息网络建设;扩大蔬菜种业集团规模,提高天津蔬菜种业的整体水平和实力;其次要成立分品种行业协会;组建天津市蔬菜种子贸易协会,以促进种子企业之间及菜农与种子企业之间的沟通与联合;利用生物技术等高新技术,加强育种科研创新力度,满足蔬菜市场多样化需求;创新营销理念,提高种子企业市场竞争优势。更多还原

【Abstract】 There’s an old saying in Chinese, stating that ’food is the primary and priority needs for common people, as plantation is for agriculture’. Quality seed is the carrier of agricultural sciences and technology; it is the root cause for quantity and quality of crops yield; it is of important guarantee for a high, stable and quality yield. The industrialization of quality seeds is an important fountain source and pulling force for restructuring agribusiness. As a priority-constructed industry in the process of establishing a fast growing coastal peri-urban agriculture, the quality vegetable seeds industry of Tianjin is highly competitive on domestic market, bringing billions of annual sales income and playing a key role in restructuring agribusiness, improving production efficiency, increasing farmer’s income and enhancing competitive power of agri-products.Following the growing economic globalization, two distinctions have been manifested themselves, namely, enhanced technology innovation capability and business clustering. China is the biggest vegetable production country, hence the biggest vegetable seeds customers around the globe. The tremendous potential and enormous room for profits have been attracting numerous seed corporations with international reputation to march on Chinese market, thus exacerbating the already fierce competition. After China’s accession into WTO, Chinese seed industry is facing a whole new environment, making itself subject to double competitive forces, domestic as well as international ones. For Tianjin’s vegetable seed industry, how to continuously enlarge and strengthen its business and how to maximize its strengths meanwhile minimize its weaknesses are key issues responding to the challenges.With a research approach of principles combined with practices, and analyzing with both qualitative and quantitative methods, on the base of reviewing the status quo, the author systematically studied and summarized the main problems confronting Tianjin ’s vegetable seed industry. Meanwhile, the current situations and constraining elements were analyzed, from which the developing countermeasures and recommendations were formulated and proposed. The detailed measures include, 1) Tianjin Municipal People’s Government should reinforce the power of adjustment and control and provide any policy support necessary for a sound-developed industry; 2) formulating and implementing the personnel development strategies for this industry; 3) speeding up the construction of seed information infrastructure and networks through playing the advantages of information into full; 3) enlarging the size of extant seed group corporations to enhance the overall level and capacity; 4) establishing the sub-associations based on varieties; 5) establishing a proposed Tianjin Seed Trade Association, with the objective of fostering communication and cooperation between farmers and seed production firms; 6) strengthening the seed breeding research and development through employing the most up-to-date biotechnology, hence satisfying the diversified market demands; 7) upgrading marketing ideas and strategies to improve the market competitive power of seed production firms.更多还原
