【摘要】 职业资格考评是国家职业资格证书制度的重要组成部分,是人力资源开发的重要途径。本文以英国的国家职业资格证书制度(National Vocational Qualifications,简称NVQ)和澳大利亚的国家职业资格框架体系(Australia Qualification Framework,简称AQF)作为研究的范例,通过梳理两国国家职业资格考评制度的实施背景、考评质量保障体系和考评实施程序等方面的问题,来分析和总结作为一种国家行为、实施有效职业资格考评的成功经验。针对我国职业资格考评制度实践中存在的实际问题,探悉一条适合我国职业资格考评制度实施的改革和发展之路。 论文的主体部分分为三部分,主要内容如下: 第一部分,导言。说明本研究的意义、目的和研究现状;对职业资格考评的概念进行必要阐释,以确定本项研究的逻辑起点和基本内涵。 第二部分和第三部分,分别对英国和澳大利亚的国家职业资格考评实践进行个案研究。英国的NVQ制度和澳大利亚的AQF体系是这两部分研究的对象,这两部分别对英、澳两国国家职业资格证书制度产生的背景、职业资格考评质量保障体系、实施高质量职业资格考评的各种有效工具等进行了全面的描述与分析,旨在通过两个国家的视窗,比较全面和透彻地对两国的国家职业资格考评制度及其实施概况有一个清晰的认识。 第四部分,英、澳职业资格考评实践成功经验对改革和完善我国职业资格考评制度的启示。该部分通过分析、归纳、解读英国和澳大利亚国家职业资格考评取得成功的共同经验,针对我国职业资格考评制度实施中存在的实际问题,对当前我国职业资格考评制度的改革和完善提出建议。这些对策性意见主要是:建立全国统一的职业资格培训和考评制度、建立科学的考评质量保障体系、开发和使用多种有效的考评工具和技术、行业参与以及提高考评者素质等等,希望能对我国当前职业资格考评现状的改善、进而对推进我国职业资格证书制度的健康发展有所裨益。更多还原

【Abstract】 Vocational qualification assessment is an important part of the national vocational qualification system and a tool of human resource development. This dissertation aimed at the problems appeared in the implement of vocational qualification assessment system in our country, and regard the NVQ of British and the AQF of Australia as the object. The reason for the choice these two countries is that they all have had a lot of experiences in vocational qualification assessment field.There is still no in-depth study on vocational qualification assessment in China. The purpose of this dissertation is to provide effective assessment tool and method for assessor or assessment organization.The framework of the dissertation runs as follows:Part 1: Introduction. The introduction of first chapter helps the readers draw a outline of vocational qualification assessment.Part 2 & Part 3: Vocational qualification assessment system and practice in UK and Australia. The two parts attempt to present the profile of the vocational qualification assessment of the two countries, includes the background, the assessment quality assurance system, the assessment procedure and some effective assessment tools and technologies. It will help the readers make a clear understanding of vocational qualification assessment in British and Australia after reading.Part 4: Indications to our country. This part aimed at the problems in the implement of the vocational qualification assessment at present time in China. Based on all the above presentations, analysis, it generalizes seven features of the vocational qualification assessment both in British and Australia. Some suggestions are provided. With regards to the China situation, seven enlightenments are put forward.The main purpose of the dissertation is to contribute to the China vocational qualification assessment system and practice, to help the manager and assessor of vocational qualification assessment bodies to use and develop the valid assessment tools ,and build a foundation for following study.更多还原
