我国资源型地区产权安排及其发展

【摘要】 资源型地区在我国经济发展中发挥着重要基础作用,曾在我国工业化建设过程中做出了突出的贡献。但是随着经济的不断发展,这些地区逐渐不能适应市场经济的要求,发展陷入了困境,成为我国经济发展缓慢的主要地域。因此如何探讨资源型地区经济发展模式,提出资源型地区持续发展的基本对策对于振兴资源型地区社会经济发展,推动全国社会经济的整体持续发展有着十分重要的意义。 本文通过研究资源型地区经济发展沿革和地区发展落后的现状得出:正是由于资源型地区产权安排的不合理和产权运作的低效率,才会导致地区经济发展缓慢甚至陷入困境。于是通过产权制度安排及其效率来深入分析资源型地区经济发展落后问题。 具体包括三个方面:(1)资源产权安排对资源型地区发展的影响;(2)企业产权安排对资源型地区发展的影响;(3)资源型地区政府行为对其发展的影响。 在上述分析的基础上进一步提出适合于资源型地区经济快速发展的对策和建议。具体包括:(1)管理体制改革与资源开发补偿机制的完善;(2)建立现代企业制度,改进资源性企业治理结构;(3)正确划分中央和地方权利,促进地方政府职能转变。更多还原

【Abstract】 The resource-based area is playing an important and basic role in our country’s economic development, have made outstanding contribution while our country’s industrialization is built. But with the developing constantly of economy, these areas can’t meet the needs of market economy gradually, development gets into a difficult position, become the main region where economy of our country develops slowly. So how probe into resource regional economy development model, put forward resource basic countermeasure that area develop continuously for revitalize resource district social economic development, promote to develop continuously have important meaning very while being whole national social economy.This paper draws through the reserves for resource-based regional economic development evolution and backward current situation of regional development: It is exactly the poor efficiency of unreasonable and property right operation of arranging because of the resource type regional property right, will just cause regional economic development and even get into a difficult position slowly . Arrange for through property relations and efficiency is it analyse in depth resource district economic development backward issue to come. Include three respects: (1) Arrange the influence on resource-based regional development in resource property right; (2) Enterprise property right arrange to resource influence, district of development; ( 3 ) Resource-based impact on its development of regional government’s behavior.Put forward and suitable for the resource-based countermeasure and suggestion with fast-developing regional economy further on above-mentioned foundations of analysing. Include: (1) Carry on the management system reform to the resource area, set up the compensation mechanism of development of resources; (2) Set up modern enterprise system, improve the resource enterprise’s administration structure; (3 ) Change the function of local government, coordinate the central authorities and regional interests.更多还原
