淠史杭灌区信息化管理总体构想与初步设计

【摘要】 随着计算机及网络技术的飞速发展和水利信息化进程的加速,建立功能齐全、运行可靠、经济实用的灌区信息化管理系统已是各级水利部门和业内人士一致达成的共识。 本文结合安徽省淠史杭灌区的实际情况,根据灌区管理部门的需求,运用网络技术、数据库等先进计算机技术对灌区计算机网络平台建设、灌区水情自动化监测系统、灌区工程信息化管理、灌区用水信息化管理及决策支持系统等进行了总体的构思与设计。同时将灌区水资源合理配置与社会经济发展紧密结合起来,从系统分析的角度出发对其进行了优化配置,对实现灌区经济发展具有实际意义。 本论文通过大量的研究工作,建立了以计算机网络为核心,集信息采集、管理分析、决策评价为一体的灌区信息系统,实现了灌区所有信息的输入、输出、更新、传输、检索与查询等功能。本系统对提高灌区各部门的管理决策水平有重要意义,同时,对于其它信息化系统的研究也有较高的参考价值。

【Abstract】 With the development of computer and Internet technology by leaps and bounds, it’s important to build irrigation Area information system, which has perfect function, runs reliably, uses economically.Connected closely with the reality of Pishihang irrigation Area in Anhui Province and faced to the general demand of water conservancy management department, this paper used Web technology, database and other advanced computer technology to build water conservancy government affairs management information system, information network flat building of irrigation Area, water management decision support system. At the same time, this paper combines the reasonable distribution of water resources with social economy development. From the angle of system analysis, optimization distribution is presented. This has significances for fulfilling the strategy of economy development in Anhui Province.Based on plenty of studying, this paper fulfils the function of inputting and outputting, querying, forecasting and dispatching. It can improve the level of irrigation Area management and has high reference value for developing other water conservancy management system.
