工作流与GIS技术相融合的电子政务实现方法研究

【摘要】 电子政务是以互联网为核心的信息技术与通信技术在政府管理与服务中的深层次应用,是政府信息化的主要表现形式。工作流技术是构建现代办公自动化应用系统的一项关键技术,GIS是“数字地球”的重要技术支撑,在电子政务应用系统的实际开发建设过程中,需要工作流与GIS技术二者的相互融合,以使系统兼具流程控制和空间数据操作的功能。 本文首先对工作流技术和GIS技术进行了系统的分析阐述,并对电子政务系统开发建设所涉及到的Notes文档数据库技术和COM/DCOM组件式软件开发技术进行了简要介绍。在此基础上提出了工作流技术与GIS技术相融合的基本技术实现思路,以及在电子政务应用系统开发中具体的技术解决方案。然后针对特定的技术实现思路和解决方案,在合肥市国土资源管理局电子政务应用系统的开发过程中构建了相应的应用实例和测试程序,以验证和测试实现思路和解决方案的可行性。最后,根据测试和分析的结果,提出了本文研究的几点结论,以及对今后研究工作的建议。
【Abstract】 Electronic governmental affairs is the deep level of structure application on the government management and service with information technique and correspondence technique which regarding Internet as the core technology. Also is it the main manifestation of government informatization. Workflow technology is the one of key technology used to construct modern office automation application system, and GIS technology is the base technology of "Digital Earth". Both of the two kind of technology are required to be integrated in the developing process of the electronic governmental affairs application system, so that the system has mixing function of process control and spatial data handle.Firstly Workflow technology and GIS technology are completely analyzed and described on this paper, along with the brief introduction of Notes document database technique and COM/DCOM component software developing technique which are used in the development of electronic governmental affairs system. Based on above contents, the basic technique realize way of thinking about the integration of workflow and GIS technology is brought up, along with the concrete of technique solution on the development of electronic governmental affairs application system. Then aiming at the particular technique realized way of thinking and solution, applied instance and testing program are built to verify and test them in the process of developing electronic governmental affairs application system of Hefei land and resource administration. Finally, several research conclusions are drawn based on the results of test and analysis, along with the suggestion about research on this subject hereafter.
