国际工程项目风险分析与控制

【摘要】 本文针对我国加入WTO这一事实,经济全球化发展的趋势,我国企业开拓国际市场的现状和企业自身的弱点,分析并阐述了加强国际工程研究的必要性和紧迫性。分析了项目管理和风险管理的本质,得出项目管理实质上就是项目风险管理这一论断。首次提出了项目纵向、横向宏观风险的概念,并对项目的纵向、横向宏观风险进行了系统的分析。采用专家调查法对国际工程项目的风险进行识别和量化,分析了各种风险发生的可能性及影响程度,并总结了国际工程风险的特点,根据风险识别和量化的结果,用层次分析法(AHP)建立了风险分析的数学模型,并用该模型对一具体国际工程进行了风险分析,给出了国际工程风险管理的方法体系。针对国际工程的特点,详细阐述了风险的应对措施强调了风险后评价所反馈的信息对整个风险管理过程进行总结和修正的重要作用。
【Abstract】 Confronting the fact of China’s becoming a member of WTO, the globalizing economy, the condition of china’s construction enterprise expanding in the international market and the weakness of the China’s enterprise, the necessity and urgency of enhancing the research of international project management were set forth. The substance and relation of project management and risk management were analyzed, the conclusion that to manage project is to manage risks was drawn. The concept of project lengthways and horizontal macroscopic risks was initiated and the contents of them were clarified. The international project risks were identified and quantified by expert investigation; the rate and influence of the occurring risks were analyzed. An analytic hierarchy process model was built to evaluate the risks; an example of international project was used to illustrate the model. International project risk management system was given. Aiming at the characteristics of international project risks, measures replying to the risks were detailed and the importance of the information from evaluation after the risk management process, which can summarize and revise the process of international project risk management, was emphasized.
