【摘要】 实现老年保障社会化管理服务的意义重大,这不仅是世界上许多国家老年保障体系的发展趋势,在我国更有特殊的意义:它是我国经济体制改革的重要方面,是应对我国人口快速老龄化的有效途径,还是基于人口、家庭结构等因素变化引起的家庭养老功能弱化的有益补充。 企业离退休人员的社会化管理只是老年保障社会化管理的一部分。真正意义上的社会化管理服务,应该包括管理服务对象的社会化及管理服务方式的多样化等。社区对于实现老年人口的社会化管理服务具有不可替代的优势。 对于如何建立社区老年人口社会化管理服务体系至今仍没有一个系统的论述。笔者提出:1.要逐步把所有的老年人包括进来,实现管理服务对象的社会化。2.在管理服务内容上要实现多样化。3.在管理服务体制上建议把管理、服务分解。政府除了进行宏观上的调控,具体管理工作仍由街道承办的社区服务中心或社会保障所来承当;服务工作由通过发展社区非政府非赢利组织来承办。当然,政府首先要为其提供一个良好的平台,如,网络信息系统的建立、优惠的发展政策等。更多还原

【Abstract】 It is very important to carry out the management and service socialization of security for old people of town. It is not only because that it is the tendency of the security for old people in the world, but also because that it has the special meaning in our country: it is the important aspect of the reform of economy system; it is an availability way to face the challenge of the population aging; and it is the supplement for the old-age family support system.The management and service socialization for the retired people of corporations is just one portion of the whole management and service socialization of security for old people of town. It should include all the people who belong to the confines of the old, and should get to the variety manner for management and service, etc. The community is very important to put the management and service socialization into effect, and its position cannot be superseded.At present, it has still not have a integrated discuss on how to establish a system of management and service socialization of security for old people of town in community. The author suggested: first, it should include all the people who belong to the confines of the old step by step. Second, it should get to the variety manner for management and service. Third, on the system of management and service, suggested that should separate the job of service from the job of management. The job of the government is to regulate and control on macro and take charge the management job; the main job of service should take charge by the non-government and non-profit organization. Of course, the government should first provide a good environment for the organization, for example, the set up of the system of information network, the preferential policy for development, etc.更多还原
