【摘要】 知识经济时代的到来和我国正式加入WTO,既给我国沿海开放区域带来了国际化发展的机遇,同时也给该区域的基础研究带来了严峻的挑战。从总体上看,在计划经济向市场经济转轨过程中,应用开发研究日益显示其价值,地位逐步提高,得到了有关部门应有的重视,而基础研究却相形见绌。由于基础研究不能直接与经济效益挂钩,所以长期以来淡化基础研究的倾向依然存在。 适应WTO的要求,在我国科技与世界接轨的形势下,融合技术经济学、管理学、系统工程等多学科的先进理论及技术,对沿海开放区域加强基础研究进行战略设计,既有利于规范沿海开放区域政府和企业对基础研究投入的决策行为,实现科技资源的优化配置,同时也是加快我国基础研究管理与国际接轨,以科技管理创新推动经济持续发展的必由之路。 沿海开放区域加强基础研究战略设计包括沿海开放区域加强基础研究的战略分析、沿海开放区域加强基础研究战略决策以及沿海开放区域加强基础研究的战略实施保障体系三部分。 首先本文在阐明我国加强基础研究概况的基础上指明其研究意义,充分论证沿海开放区域加强基础研究的特殊性和可行性并依据SWOT理论提出本文的战略设计框架。 其次,论文从管理体制和科研队伍两大方面阐明沿海开放区域基础研究的现状,指出入世后沿海开放区域基础研究的发展趋势,据此采用SWOT分析法从内在条件和外在环境分析沿海开放区域加强基础研究的优势和劣势、机遇和挑战,提出SWOT战略组合,阐明目标及战略重点。 再次,在SWOT战略分析的基础上,阐述人才建设、优先领域、资金投入和资源配置四大策略及其内容。 最后,为确保沿海开放区域加强基础研究策略的实施而构建一套先进、科学的运行保障机制。更多还原

【Abstract】 The advent of Knowledge Economy Age and our joining into WTO bring Chinese coastal open regions chance of internationalization and flinty challenge to their basic theory research. As a whole, application research shows its value increasingly, gets a promotion of role and recognition of relative department. On the contrary, the tendency of despises basic theory research still exists because it cannot bring instant economical benefit.With the combination of the advanced theory and technology of techno-economics, management, and system engineering, strategic design of strengthen the basic theory research in the coastal open region make for both the government and enterprises’ decision-making of the investment to basic theory research and realizing the optimize collocation of technological resources, and accelerating our basic theory research management to the international level so that technological management motivation can drive the continuing development of state economy.The strategic design of coastal open region to strengthen the basic theory research includes the strategic analysis to how the coastal open region strengthen the basic theory research, strategic decision-making of how the coastal open region strengthen the basic theory research and guarantee system to ensure the policy-implementing of the coastal open region’s basic theory research.At first, the paper emphasizes the significance of the research on the base of pointing out the states of the reinforcement of basic research in China, fully demonstrates the particularity and feasibility of reinforcement of basic theory research of coastal open region, and brings forward the framework of its strategic design.Second, it illustrates the status quo of basic theory research in coastal open region through management system and scientific research staff, indicates the development trend of basic theory research in coastal open region after our joining WTO. With those analyses, it adopts analytic method of SWOT to analyze the strength and weakness, chance and challenge of reinforce of basic theory research incoastal open region through internality condition and outside environment. And it also brings forward SWOT strategic combination to illustrate the aim and stress of the strategy.Then, on the foundation of SWOT strategic analysis, the paper demonstrates four policies including human resource construction, precedent field, capital input and resource scheme.Last, it composes a suit of advanced and logical run-guarantee system to ensure the implement of the basic theory research strategy in coastal open region.更多还原
