【摘要】 如今,高等教育的投入不足已经成为制约高等教育发展的瓶颈。高等教育融资作为高等教育迅速发展的关键环节和内源动力,一直是高等教育发展研究领域的重点和难点。制度经济学研究成果表明,科学的制度安排是提高组织效率的最有效手段。因此,从中国高等教育融资制度及其变迁的系统研究出发,深入分析高等教育融资制度对于高等教育结构调整和持续健康发展的效应,从而进一步探讨中国高等教育融资制度创新的路径选择,有利于开拓高等教育融资渠道、丰富高等教育融资手段并提高高等教育融资效率;这对于推动中国高等教育体制改革和中国高等教育持续健康发展有着不可替代的重要意义。本文运用制度经济学理论和实证分析方法,对中国高等教育融资制度的历史变迁以及这种制度变迁的效应进行系统研究,并且在此基础上,提出中国高等教育融资制度创新的路径选择。本文的研究内容以中国高等教育融资制度与中国高等教育发展的内在联系为主线,按照“理论基础--历史分析--制度创新”的思路展开:首先,本文确立了高等教育融资以及相关范畴,明确指出高等教育融资制度的内涵,同时,论证了高等教育融资制度的教育学、马克思主义经济学、西方经济学等理论基础,从而为文章的展开奠定基础;然后,对中国高等教育融资制度变迁进行历史分析和效应分析,运用实证分析的方法,结合比较分析法,考察了我国高等教育融资来源渠道以及学费制度和学生资助制度的变迁和特征,得出我国教育投资来源渠道多元化趋势明显的结论;进而,对于上述历史变迁建立模型并进行实证分析,证实高等教育融资制度变迁对于推动高等教育发展的积极效应;最后,提出了中国高等教育融资制度创新的路径选择,指出在高等教育融资制度创新的路径选择上应从建立健全多渠道的高等教育经费筹措机制、科学的财政拨款机制、教育成本分担机制和高校自主办学机制方面进行创新;同时也应在建立健全高等教育融资的基础制度、对高等教育组织实施经济性规制以及实施非正规约束等方面进行创造融资制度创新的制度环境。更多还原

【Abstract】 Nowadays, the lack of higher education investment became to be the bottle-neck of the higher education development. As a key sector and inner motivity of rapid development of higher education, higher education financing has been the emphases and difficulty in the research area of higher education. It is indicated in the Institutional Economics that scientific institution arrangement is the most efficient means to enhance organization’s efficiency. Therefore, starting from the systemic research of Chinese higher education financing institution and its changing, penetrating into analyzing the institutional effect on the development of higher education, and further discussing the route of the higher education financing institutions is one of the most impendent and important task to exploit the path, enrich the means, and enhance the efficiency of higher education financing. Also it has an important significance in the promotion of the Chinese higher education system reform and insurance the incessantly healthy development of the higher education.This thesis tries to use the Institutional Economics theory and demonstrative analyses to study the changing of Chinese higher education financing institution and its effect. Based on this study, the suggestion of higher education financing route will be put forward.The content of study take the inner relation of the financing institution and the development of Chinese higher education as the main thread, and evolve in the way of " theory basis-history analysis-institution innovation". Firstly it will establish the basic meaning of education financing and relative category. Reasoning in the theory of Education, Marxism Economics, Western Economics, it establishes a basis of the whole study. Secondly, it puts up the historical analysis and demonstrative analysis of the Chinese higher education financing changing and review the source channel, the tuition and subsidization system of higher education financing. It concludes that the diversification trend of higher education financing is getting evident. Furthermore, the demonstrative analysis basing on the changing review approves that effect of the financing institution on the development of higher education is positive. Thirdly, it brings forward the route choice of Chinese highereducation financing institution. The route innovation should be made in the aspects of multi-channel educational funding, scientific financial allocation, educational cost participation and self-determination school running. And at the same time, fundamental system creating, financial control of educational organization and informal restriction should be established for a environmental basis.更多还原
