中国CDM林业碳汇项目运行机制研究

【摘要】 当前,气候变暖已成为全球面临的共同挑战。为此,国际社会正紧密合作,积极行动。随着应对气候变化问题探讨的逐步深入,森林作为陆地生态系统最大碳库而被推上了一个重要位置。林业碳汇项目作为第一承诺期(2008-2012)合格的清洁发展机制(CDM)项目类型适时提出并正式确立;同时,在国家实施林业六大工程,推进林业五大转变,实现林业跨越式发展的战略部署中亦纳入其中。因此,林业碳汇问题在理论和实践上都已经成为热点。 本文立足于对林业碳汇项目两个基本层面的系统分析:一是考察林业碳汇项目的国际进展,阐述了林业碳汇的国际规则,探讨了林业碳汇的资金机制,分析了林业碳汇的国际市场;二是考察林业碳汇项目的国内进展,阐述了开展碳汇项目的必要性,探讨了开展碳汇项目的可能性,分析了开展碳汇项目的实践性。通过研究分析,得出基本判断,即:林业碳汇项目正在成为影响我国林业资源发展的重要因素,因此,构建一套科学化、系统化的碳汇项目运行模式,对有效发挥碳汇项目在推动森林资源的增长以及生态建设方面的作用,有着十分重要的理论意义和现实意义。本研究基于对前人研究成果的思考与评价,结合我国的具体国情和林情,构建了包括项目准备条件、项目实施程序和项目评价模式在内的中国CDM林业碳汇项目运行机制。

【Abstract】 Currently, climate change has become global challenge, and international society has doing positive actions to solve this kind of problem through tight collaboration. With the escalation of talking about dealing with climate change, forest, as the biggest carbon pool in ecosystem on earth, has taken an important position. Forestry carbon sequestration project, which is just the valid and eligible project under CDM in the first commitment (2008-2012), has turned into a significant part of state forestry development strategy, six key forestry programs and five forestry conversion developments in China. Therefore, forestry carbon sequestration has become a hot issue discussed both on theory and practice.This paper is based on systemic analysis of two basic aspects of forestry sequestration project: one is the international complexion of forestry carbon sequestration through expatiation of international regulation, discussion of financial mechanism, and analysis of international market of forestry carbon sequestration. The other is national complexion of forestry carbon sequestration through expatiating with the necessary of developing carbon sequestration project, discussing the possibility of implementing carbon sequestration project, and analyzing the practices of bringing carbon sequestration project in effect. Through research and analysis, a basic conclusion can be draw: carbon sequestration project is becoming an important factor influencing Chinese forestry development on resource. So it is necessary to establish a circulation mode of carbon sequestration project with characteristic of science and system, which has very crucial significance not only in theory but also in practice in term of pushing increment of forest resource and zoology building. According to the reflection and estimation on former research results, and combining the specific situation of China and situation of forestry, this research designs the circulation mechanism of forestry carbon sequestration under CDM involving three correlative parts: preparation qualification, implementation procedure and estimation mode of project.
