资源型（石油）城市经济转型期发展战略问题探索

【摘要】 资源型城市的出现是工业化进程中的一种普遍现象,其显著特征就是城市的兴衰与资源的可开采储量密切相关、与该城市资源型产业在经济结构优化升级过程中的地位密切相关、与该城市资源型企业的市场竞争能力密切相关。在我国城市群体中,几乎有一半属于资源型城市。这些城市为建立我国完整的工业体系和国民经济体系,支持我国国民经济的飞速发展创下了辉煌业绩。但随着资源的枯竭,资源性产品市场供求关系的变化,开采成本提高,效益滑坡等因素导致资源型产业的发展举步维艰,相当数量的资源型城市也普遍伴随出现衰退或增长的相对停滞的现象,资源型城市的生存与可持续发展出现了每况愈下的被动局面。而且随着市场经济的发展,国家、区域、城市之间的竞争加剧,现代科技的发展,新材料和新能源的广泛运用,大大削弱了资源型城市的原有地位,更加速了资源型城市的衰退。资源型城市发展中面临的一系列问题已经超出了城市本身的承载能力,并且对整个国民经济的发展产生了负面影响。为此,世界各国根据实际情况都采取了不同的转型措施,但对我国资源型城市而言,其采用的措施也只具有借鉴意义,并不具备完全的实用价值。如何结合我国乃至资源型城市的实际情况,寻找能够有效促进资源型城市经济转型,实现资源型城市经济的可持续发展,无疑具有重大的理论意义和现实意义。本文从资源型(石油)城市入手,以盘锦市为例,探讨了资源型(石油)城市在经济转型期发展战略的重点和措施。第一章从资源的概念的入手,对资源、资源型产业、资源型城市的概念进行比较介绍;第二章从介绍可持续发展理论等相关理论入手,引出资源型城市与资源的关系理论,重点是资源型企业和资源型城市的生命周期的联系;第三章重点介绍了资源型城市经济发挥过程中面临的主要问题和转型的必要性;第四章介绍了盘锦的发展现状、特征、困境;第五章对盘锦在经济转型期城市经济转型模式提出自主建议;第六章结合转型模式,提出了盘锦市在经济转型期发展战略的重点和措施。更多还原

【Abstract】 The appearance of the resource type city is a kind of general phenomenon in the industrialized process, its remarkable characteristic is that the rise and decline of the city are closely related to exploitation reserves of but resources, closely related with, closely related to this resource type market competitive power of enterprises of city this resource type position in the course of economic structure optimization and upgrading of industry of city. In the urban colony of our country , nearly half is the resource type city. These cities are in order to set up our country’s intact industrial system and national economic system, support our national economy development create the brilliant achievement at full speed.But with the exhaustion of resources, the change of the supply-demand relationship of product market of the resource, exploiting the cost to raise, benefit comes down and causes the development of the resource type industry to have difficulty in taking a step, the decline of a great deal of resource type cities or the relative stagnation increasing has already been a kind of general phenomenon, the declining passive state has appeared in the existence and sustainable development of the resource type city. And with the development of market economy, the competition among the country , area , city is aggravated , the development of the modern science and technology, the extensive application of new material and new energy, the ones that have weakened the resource type city are original and high-profile greatly, have accelerated the decline of the resource type city. A series of problems which the resource type city faced while developing have already gone beyond the urban one’s own bearing capacity, and has exerted a negative influence on the development of the whole national economy.For this reason, the countries all over the world have taken different transition measures according to the actual conditions , but for resource type city of our country, its measure adopted only has meaning of using for reference, do not possess complete practical value . How to combine the actual conditions of our country andeven resource type city, looking for can promote resource type city economic transition effectively , realize the sustainable development method of the resource type city, undoubtedly have a great theory meaning and realistic meaning.This text proceeds with city of resource type (petroleum ), take Panjin as an example , has probed into the city of resource type (petroleum ) in the focal point and measure of strategic development in economy transformation period. Chapter one proceed with concept of resources , relatively introduce to the concepts of the resource, resource type industry , resource type city; Chapter two from recommending such relevant theories as the theory of sustainable development ,etc. are started with, draw resource type city make the transition theory , focal point resource enterprise and resource connection of cycle of life of city; Chapter three introduced the resource type necessity of giving play to the subject matter and transition faced in the course of urban economy especially; Chapter four introduced the current situation of the development , characteristic , predicament of Panjin; Chapter five propose the independent suggestion on Panjin in the economic transition mode in the city in economy transformation period; Chapter six combine the mode of making the transition , propose Panjin is in the strategic emphasis of strategic development and strategic measure in economy transformation period.更多还原
