东北老工业基地市场化程度研究

【摘要】 自从1978年改革开放以来我国的经济体制改革一直沿着市场化的方向进行,而且已经取得了巨大的成就,可以说正是因为市场化改革才有了我们今天繁荣的市场经济。那么我国的市场化到底发展到什么程度了呢?很多学者对此做了大量的研究,并测度出我国目前整体的市场化程度大致在60%左右,但是这并不代表各个区域都已发展到了这种市场化程度。我国各地区存在着较大的经济与社会发展差距,同样,区域的市场化程度也存在着很大差距,因此,从市场化进程上对区域的不平稳发展进行研究具有重要的现实意义。作为老工业基地,东北三省曾为我国的经济发展做出了重大的贡献,然而从1979年以后,东北地区在改革开放的市场化进程中落后于其他沿海省市。东北老工业基地的市场化程度很低,计划经济体制下成长起来的国有企业的落后以及与旧体制共生的传统观念极大地制约了东北地区的经济发展。目前,政府做出了振兴东北老工业基地的重大战略部署,这是市场化取向改革深化的内在要求。东北地区能否抓住这个契机,补上市场化体制改革这一课,对今后东北的再次振兴和发展意义重大。正是基于这样的出发点,本文在探讨市场化程度测试方法的基础上,把研究区域市场化程度的视角放在了东北地区,提出了一套测度区域市场化进程的指标体系,并分别对全国和辽宁各地区进行了实证分析。希望通过本文的研究,能够发现各地区之间市场化进程中的差异,找到各地区尤其是东北三省在市场化进程中自己的位置。同时发现哪些领域的市场化程度较高,哪些领域的发展还不够,原因是什么等,从而明确今后的发展方向。本文共分为四个部分。第一章首先给出了市场化的概念及其特征,并在此基础上分析了为什么要进行市场化改革,以及测度市场化进程的意义。第二章首先回顾并比较了市场化程度的测度方法,并在此基础上提出一个新的指标体系,进一步阐述了本文的分析方法。第三章是在第二章的基础上分别对全国各省以及辽宁各地区的市场化进程进行了实证分析。最后,在实证分析的基础上,结合东北老工业基地的现状,对东北老工业基地的振兴发展提出了几点建议。更多还原

【Abstract】 The market-oriented reform of economic system has been carried out since the reform and opening-up policy in 1979, which has made significant achievements. We can say that it is the market-oriented reform brings the prosperous to market economy. To what extant has the marketization developed then? A lot of researches have been done by scholars, and it is estimated the overall marketization that we have achieved is around 60%. However, it doesn’t mean each area in China has reached this level, because of the wide gap among these areas, put it anther way, the degree of regional marketization differentiates with each other greatly. So, it has significant applications to research the unbalanced development of different regions.As an old industrial base, the Northeast has ever made great contribution for the reform of our country. While since 1979, this region begins to lag behind the coastal areas in the marketzation process. We find the northeast has a relatively low degree of marketization, meanwhile, the economy development is hindered by the draw backs of SOES grew up in planned economy. At present, our government puts forward the slogan formally which revitalizes the old industried bade of the northeast, which is a crucial opportunity to seize, in order to establish the foundation for its development in future.Just because of such a point, on the basis of studying the method of measuring the marketization degree, we placed the visual on the Northeast, and put forward a set of index systems of estimating the marketization of regional, and carry on real example to the whole country and every area of Liaoning separately. We hope that we can find the difference in the market-based process between every area through the research of this text, find every area’s position in the marketization process, especially the Northeast. Find which field’s marketization degree is relatively high; which field’s development is still not enough at the same time, what’s the reason,thus clarify the developing direction in the future.This text is divided into four parts altogether. Chapter one tells the conception and character of marketization, and the sense of estimation of marketization. Chapter two reviewed the method of the marketization and put forward a new index system of area on this basis. Chapter three, we utilize the index system of chapter two to estimate the marketization degree of the Northeast. And compare with other areas. Chapter four describes the current economic situation of the old industrial base of the Northeast, Draw the conclusion that it is the low marketization degree that made the economy of the Northeast lagged behind.
