政府绩效评估：理论框架与方法体系

【摘要】 政府绩效评估是联结公众与政府的纽带、提高政府业绩的工具,对于推进政府机构改革有着深远的意义。我国政府绩效评估的目的是加强对国家行政机关的监督和改善政府行为与业绩,包括四个层面的内容:政府业绩评估、政府行政效率评估、政府效能评估和政府行为成本评估。由于政府绩效评估目标具有多重性的特点,政府绩效评估形成了不同的价值判断形式,政府绩效评估是对错综复杂的政府部门行为的定量与定性的研究,必须使用专门的技术与方法进行处理,才能达到评估的目的。由于政府部门存在诸如目标的多重性、产出的特殊性等问题,导致绩效评估“瓶颈”问题一直难以解决。本文主要研究了政府部门绩效评估的理论框架及方法体系,分析了绩效评估所面临的困境,并从操作程序和评估理念两个角度提出相应的解决思路。全文分为四部分:第一部分:导言。介绍并评析了国内外对政府绩效评估理论与实践研究的基本情况,阐述了政府绩效评估对于政府机构改革的重要意义。第二部分:政府绩效评估的理论框架研究。论述了政府绩效评估的目标和主体内容,从不同的尺度划分评估价值判断的形式,并从经济、效率和效益角度给出了相应的评估标准。第三部分:政府绩效评估的方法体系研究。阐述了政府绩效评估方法中的指标体系优选法、层次分析法、主成分分析法,分绩效贡献率法等;分析了政府绩效评估的目标界定、指标体系构建、数据收集及分析、质量反馈和控制等一系列重要的绩效评估方法,初步构建了政府绩效评估的操作方法体系。第四部分:政府绩效评估瓶颈及其改进思路。由于政府部门本身具有目标的多重性、产出的特殊性等特点,使得评估存在了很多瓶颈问题,本文从创建服务型政府的角度提出了改进政府绩效评估的对策。更多还原

【Abstract】 Government administration performance evaluation is the bond that link public with government and good tool of lofting government performance, which is the important point in pushing government institution reform.The objective of government performance measurement in our nation is supervising government administration and improving government behavior and performance, including four content following, government administration performance measurement, government administration efficiency measurement, government ability measurement and government behavior cost measurement. Since the government performance measurement objective has the character of many aspects, there are a lot of angle about government performance measurement. So, different valuation judgment patterns have been formed. So, different valuation judgment patterns have been formed. Government performance measurement is a research of ration and qualitative on complicated government behavior, so, the expertise must be used in solving the issue. The ways that are often used are AHP,distance------standard errand, main component analytical method and so on. Thearticles probe the settlement from theory frame and the method system.The whole article is divided into four parts:Chapter one: Introduction. This part introduces the theory and situation that study of practice to government performance measurement both at home and abroad, and has carried on evaluation and analysis to it. It also explains the importance in the government’s performance measurement reform.Chapter two: Theory frame of the government performance measurement. This part expounds the contents and the goal of the government performance measurement based on its four major respects. And provides different measurements with various angles.Chapter three: the method system of government performance measurement.This part expounds the methods and the tools that government’s performance often uses while testing and assessing. It analyzes government performance measurement’s goal, structure the performance index system, collects and analyzes the performance materials, feedback and controls a series of important link that performance measurement, measurement circulation after constructing government’s performance.Chapter four: Bottlenecks and improvement suggestions that government’s performance measurement. Because government performance measurement has such characteristics of particularity of the pluralism, output of various, etc., that produces a lot of bottleneck issues to measure.
