基于Web Services的“一站式”电子政务服务平台系统

【摘要】 随着我国信息化前进的步伐加快以及互联网技术的迅速发展,电子政务的建设已经迫在眉睫的提到了工作日程上。尽管在各级部门的大力推广下,政府部门的信息化建设取得了很好的效果。但是在电子政务建设的过程中,各个部门没有统筹规划,标准不统一,各自为政,缺乏数据沟通机制,形成新的“信息孤岛”、“信息化陷阱”。而要实现一站式电子政务服务就必须解决各部门不同政务系统之间的互操作问题,实现各部门间的服务调用,协同办公。另一方面,分布式技术的发展产生了可以构建松散耦合分布式系统的WebServices技术,运用Web服务技术能够屏蔽各个部门业务系统实现的不同,能够跨防火墙进行消息交互,能够高效、方便地集成各个部门的业务处理系统,实现各个部门之间的协同工作、合作办公。结合上述两方面,本文根据我国电子政务建设的现状和发展趋势,提出建立基于Web Services(Web服务)的一站式电子政务服务平台系统模型,以解决目前电子政务系统中存在的问题,使电子政务建设达到提高政府工作效率、降低成本和推动经济和社会信息化进程等基本目标。论文的主要内容包括:介绍了电子政务的概念和发展历程,一站式电子政务服务的概念和特点;详细分析了Web Services架构的关键技术;讨论了目前实现互操作方案的局限性和采用Web服务技术的必然性,提出了一站式电子政务服务平台系统的整体结构,并进行了详细论述。论文研究重点是一站式电子政务的理念和如何将Web服务在电子商务方面的应用经验应用到电子政务当中。更多还原

【Abstract】 With the rapid development of informationization of our country and Internet technology, the construction of the E-government has been already extremely urgent to refer to the work schedule. Though tinder the energetically popularization of the departments at all levels, the Government’s informationization have made very good result. But in the course of E-government construction, each department does not have overall planning, the standard is not unified , do things in his own way, lack the channel of data communicate, forms the new " detached island of information " , "information-based trap ". If we want to realize the One-stop E-government services, it is must that solve the problem, every department operate each other , the each interdepartmental services can be transterred and official business can be handle in coordination.On the other hand, development of distributed technology creates Web Services technology that can be used to construct loosely coupled distributed system.. Use Web Services technology can shield the difference of each department system, communicate through the fire wall, integrate the system of each department high-efficiently and conveniently, realized the cooperation and coordination.Combine two above-mentioned respects, this text, just according to the current situation of E-government of our country and development trend, put forward the systematic model of One-stop E-government service platform based on Web Services, in order to solve current problems,. Make the E-government reached basic goals, such as improving government’s working efficiency, lowering costs and promoting economy and social informationization process, etc..The main content of the thesis includes: Have introduced the concept of the E-government and development course, the concept and characteristic of One-stopE-government; Have analysed the key technology of Web Services in detail ; the limitation of the current scheme and the necessity of adoption of Web Services; Have put the whole structure of the platform system and described in detail.The focal point in thesis is the idea of E-government and how applies the experience about Web Services from e-commerce in the E-government.更多还原
