【摘要】 随着我国公路项目建设的迅猛发展,人们逐渐认识到公路运输对区域经济发展的重要性。早在1997年交通部就已经要求交通项目后评价必须对所在地区社会经济所产生的影响进行评价。但是在项目实施前就对项目与区域经济发展,包括区域资源开发、生产力布局、商品流通、区域间合作等方面的影响进行详细评估和预测,目前国内做的还很少。本文通过实证分析,预测海满公路项目对区域经济发展的影响,具有十分重要的现实意义。 本文在概述国内外交通运输与区域经济发展相关关系研究现状的基础上,结合国道301一级公路(海拉尔—满洲里段)的实际数据,对公路交通项目促进区域经济发展的影响效果进行了分析、预测。分析区域内的综合运输需求及能力,在对边境贸易发展历史、现状研究的基础上,预测项目建成后对边贸运量、远景年吞吐能力及当地产品出口产生的影响。探讨了自然资源开发效益的产生机理和计算方法,进而对区域矿产资源、旅游资源以及其它资源开发的影响进行分析预测。研究交通与生产力布局、产业结构调整的相互关系,分析区域内由于项目的建设,将会对区域产业结构调整产生的影响。通过建立公路交通项目经济诱增效应模型,定量地预测交通项目建成后可能带来的经济效应,包括公路项目建成前后海拉尔对满洲里、陈巴尔虎旗两地的经济诱增效果。最后论述了交通项目对促进区域内通道运输结构的改善以及区域间合作的贡献,并对区域内海—满城市协作区的形成提出了构想。更多还原

【Abstract】 Along with the fast development of highway project in China, the importance of the impact the highway transports on the regional economic development was know gradually. As early as 1997, the Ministry of Communications has requested the transportation item must evaluating the influence on the social and economy in the district in post-assessment. Evaluating and predicting the influence of the project on the regional economic development detailed before the project puts into practice, including the regional resources development, allocation of productive force, commodity circulation, interregional cooperation etc. still do seldom at present in domestic yet. The study has great important operation significance in predicting the influence of the Hai-Man highway project on the regional economic development by demonstration analysis.On the basis of summarizing the research status about the correlativity between traffic and regional economic development, combined with the practical data of 301-national :highway(Hai-Man section), the study analyzed and predicted the influence effect that the project will promote the regional economic development. Analyzed the demand and capacity of the coordinated transportation, by the study of history and status of border trade, predicting the influence on freight volume, throughput in future and export of local product. Researched the mechanism and calculating method of the benefit on natural resource exploitation, then predicted the influence on exploitation of mineral resources, tourist resources and other resources. Research the correlativity between traffic and allocation of productive force and industrial structure. By establishing traffic project economic-effect-enhancement model, predicted the economic effect brought by traffic project after established quantificationally, including the economic enhancement effect of Hailer to Manzhouli and Chen Banner before and after the project established. At last, had a discussion on the contribution that the traffic project will promote to regional transport structure and regional cooperation. Assumed that Hai-Man urban economy cooperation area will come into being after the accomplishment of the project.更多还原
