【摘要】 随着农村城镇化的加快,对农村水利建设也提出了新的要求,即在人与自然和谐相处的原则下,在水利领域利用现代思维转变人类传统水利观念,广泛采用世界先进科学技术、现代工艺设施、新型仪器设备、科学管理方法和网络化信息系统装备管理水利,优化配置和高效利用水资源,保护水环境,防治水污染,建立供需协调的发展机制和决策科学化、信息化的管理体制,实现水资源可持续利用的过程。 根据对国家现代化、农业现代化和水利现代化内涵、特征、评价方法、评价指标体系的研究分析,以及我国各地长期以来水利建设和近几年来上海市松江区对于农村水利现代化建设的探索实践,研究提出了现阶段农村水利现代化的内涵和实现农村水利现代化的基本特征,提出了农村水利现代化评价指标体系,建立了基于层次分析法的模糊综合评判数学模型(AHP-FCE),并且将预警管理引入农村水利现代化建设中,通过对研究成果和当地实际情况的分析得出当地的警限的划分,通过对警情测度、警度预报,实现对农村水利现代化建设的定量化管理,将水利灾害损失降到最低。 针对各地经济社会发展水平、自然条件差异较大,农村水利的建设内容和重点也不尽相同的原因,将所建立的指标体系和数学模型应用于上海市松江区,并针对当地实际的经济情况和农田基本建设情况对其进行修正,对区内所辖11个乡镇现状(2002年)进行水利现代化评价、预警管理,并对今后各个乡镇的水利现代化建设提出建议。更多还原

【Abstract】 Along with the acceleration of cities and towns in the country, water conservancy construction has new requirement. I.e., we should convert traditional conception of water conservancy utilizing modern thought basis on congruent coexistence between people and nature. We should adopt advanced science and technology of the world, modern technical equipment, new pattern machine, scientific administrant means and network information systems to utilize efficiently water resource, protect water environment and control water pollution. In the end, we will build developable mechanism of balance on supply and demand and administrant info and science system. At last we will realize the continuable utilization of water resources.The article has built the guideline system of water conservancy in the country according to economic position and farmland capital construction of songjiang borough in shanghai because these factors are variational in different place.The article sets forward the meaning, feature and guideline system of rural water conservancy modernization and builds Analytic Hierarchy Process — Fuzzy Comprehensive Evaluation model according to investigating the meaning, feature, method and guideline system to national modernization, agricultural modernization and water conservancy modernization. At last, we exert the model to songjiang borough. The eleven towns are appraised .We give advises to intending build.更多还原
