淮河流域行蓄洪区规划后评价研究

【摘要】 本文以淮河干流行蓄洪区规划后评价为例,对行蓄洪区规划及实施的全过程进行分析评价,总结成功经验,查找存在的问题,并提出今后改进的建议。本文主要研究内容有: (1) 对新中国成立以来淮河流域规划历程进行了分析评价,探讨了新中国成立50多年的治淮工作的指导思想,总结了各个时期规划的落实情况,分析了行蓄洪区在十年动乱期间规划停滞的原因,以及其他时期规划目标未能按期实现的根源。 (2) 对行蓄洪区规划思路与实施情况进行了分析,提出了要按照人与自然和谐相处的原则,对行蓄洪区进行调整,并以群众生命安全放在首位,切实解决安全居住问题为原则对行蓄洪区进行规划的理念。 (3) 研究了行蓄洪区管理及保障机制,分析了行蓄洪区管理不到位的原因,提出了行蓄洪区管理走上正规化轨道的策略。 (4) 从保证行蓄洪区可持续发展角度,研究了保障行蓄洪区居民的基本安全与尽量减少行蓄洪次数和损失的工程措施,同时探讨了减少农民对土地的依赖性的政策措施。 (5) 采用理论分析与专家咨询相结合的方法,建立了行蓄洪区规划后评价的指标体系,并运用模糊综合评判法对淮河流域行蓄洪区规划进行了评价。

【Abstract】 This text takes Huaihe River flood storage area as an example on post-evaluation, and analyses its plan and the whole course, then summarizes successful experience and looks for the existing problems, at last offers the suggestion of improving in the future. The paper also explores the using of fuzzy comprehensive evaluation rule to evaluate competent flood storage areas plan. There are the main research contents of this text:(1) The paper analyses and evaluates the process of Huaihe River basin plan since the establishment of China, discusses the guidelines of Huaihe River work over 50 years since the establishment of China, summarizes each period situation of implementing of planning, analyses the stagnant reason of flood storage area plan during the ten years of turnmoil, and the origin that the objectives fail to realize the goal on the other periods.(2) It analyses thinking of flood storage areas plan and performance, proposes to adjust in the flood storage areas and follows the harmonious principle of getting along with nature, it takes the principle of putting masses’ life security in the first place and solving safe living problem in flood storage areas.(3) Study the management and safeguard mechanism of flood flowing and storing area, analyze the reasons for imperfect management, and then raise the stratagem to normalize flood flowing and storing area.(4) Study the project steps that can ensure resident’s basic safety and reduce chance and lose of flood flowing and storing from sustained development perspective. Meanwhile, discuss the policy steps that reduce farmers’ dependence on land.(5) Set up target system of flood flowing and storing area design back-evaluation by the means combined with theory analysis and expert consultation. Then evaluate the flood flowing and storing area design of huaihe drainage basin with fuzzy synthetical evaluation method.
