公平效率论

【摘要】 公平和效率的关系问题一直是经济学研究领域和社会实践领域一个无法回避的重大问题。随着我国市场经济的进一步发展和社会结构的急剧转型,社会不公引发的各种问题日益凸显,已经严重阻碍了我国市场经济秩序的正常运转,成为影响社会稳定与社会发展的重要风险因素之一。公平问题再次成为焦点问题。 在当前全面建设小康社会的发展阶段,是继续通过扩大收入差距来刺激经济增长,还是形成合理的利益结构,逐步实现经济与社会的协调发展?党的十六届三中全会针对这一问题明确提出了“坚持以人为本,树立全面、协调、可持续的发展观,促进经济社会和人的全面发展”的科学发展观。科学发展观对我国全面建设小康社会具有的重要的指导意义,它一个主要原则就是实现社会公平,使广大人民群众共享经济发展的成果。遵循科学发展观,经济效率与经济公平之间才会日益协调与相容,构建社会主义和谐社会才会成为可能。 本文在对公平和效率的内涵分别加以界定的基础上,以辩证唯物主义和历史唯物主义及邓小平建设有中国特色社会主义理论为指导,揭示了公平与效率之间的对立统一性,运用社会主义本质论论证了公平与效率之间具体的历史的动态的有机统一。从理论及现实层面突出强调了公平的效率功能,主张在科学发展观的指导下树立新的公平效率观,并提出了完善社会公平的政策建议。 本文由四个部分构成。弄清公平的内涵是正确认识和处理公平效率关系的前提和关键,因此,本文在第一部分详尽分析了公平的内涵、外延及分类,并对我国现阶段的公平原则和公平观的具体内容做出了诠释。本文的第二部分主要强调提高效率是实现公平的必要前提。通过分析国内外学者对公平效率关系所持的不同观点,突出我国当前在追求公平与提高效率方面的一致性。第三部分作为全文的重点,突出强调了公平具有的效率功能。文章既从正面分析了起点公平、规则公平、操作公平、结果公平和社会公平对于经济发展的促进作用,也从反面分析了社会不公导致的效率损失,并以近年来国家解决三农问题所取得的成效现实地论证了公平具有效率功能,公平就是效率。本文第四部分在分析了传统公平观的缺陷的基础上,介绍了当前解决公平效率关系的现实背景,提出了实现公平促进效率的政策建议,并主张在科学发展观的指导下树立新的公平效率观。更多还原

【Abstract】 The problem of relationship between fairness and efficiency has been an important issue that can’t be avoided of research field of economics and social work field all the time. With the further development of the market economy of our country and rapid transition of the social structure, social concern that the unfairness of the society causes is shown especially day by day, have already hindered the normal operation of the order of market economy of our country seriously, become one of the important risk factors of influencing social stability and social development. The fair problem becomes the focus question again.At the developing stage building the well-off society in an all-round way at present, Continue stimulating economy to increase through expanding the income gap, or form rational interests structure, coordinated development realizing the economy and the society progressively? The Third Plenary Session of the 16th Party Central Committee of the party has proposed clearly to this question "to insist on people first, scientific development view that establish overall, coordinating, sustainable development view , promote the economic society and people’s development in an all-round way. " Build important directive significance that the well-off society has to our country in an all-round way in scientific development view, a main principle of its is society’ s fair realization, in order to make the broad masses of the people share the achievement of economic development. Follow scientific development view, economic efficiency and economic fairness can coordinate and inclusive day by day, structuring the socialist harmonious society will just become possible.This dissertation is on the basis of defining the fair intension and intension of efficiency, regarding theory of dialectical materialism and historical materialism and Deng Xiaoping’s theory of Chinese featured socialism as guide, announce antithesis unity between the fair and efficiency, utilizing the socialist essential theory to prove the historical and dynamic integrity of the two concepts. This dissertation emphasize the efficiency function brought by fair from the theory and realistic aspect outstandingly, advocate establishing the new fair efficiency view under the guidance ofscientific development view, and have offered the suggestion of perfecting society’ s fair policy.This article is formed by four parts. Clarify fair intension is the key of correct understanding and dealing the relationship between fairness and efficiency. So, this article has analyzed fair intension, epitaxy and classification exhaustively in the first part, and has annotated the concrete content of fair principle and fair view at the present stage of our country. The second part of article puts emphasis on raising the efficiency mainly to realize the fair prerequisite. Through analyzing the domestic and international scholar’ s different views held toward the relationship between fairness and efficiency, stress the consistency in pursuing them at present of our country. The third part, as the focal point of the full article, have emphasized the efficiency function brought by fair. Article not only from positive to analyze starting point to be fair, rule fair, operating fair, result fair and society fair facilitation in economic development, but also from reverse side to analyze it causes losses of efficiency that the society is unfair, and the effect through that country afford to solve the problem about agriculture, countryside, peasant, has proved that fairness has efficiency function, the fairness is the efficiency. The fourth part On the basis of analyzing defect of the traditional fair view, have recommended the realistic background of solving the relationship between fairness and efficiency at present, put forward the policy recommendations of promoting efficiency through realizing fairness, advocate establishing the new fair efficiency view under the guidance of scientific development view.更多还原
