国际直接投资与珠海利用外资问题研究

【摘要】 随着国际分工和协作的不断深化,世界各国之间的经济联系日益紧密,经济全球化已经成为当今世界经济发展的一个显著特征和不可逆转的趋势。经济全球化是世界各国经济在全球范围内的融合,是世界各国经济相互渗透和相互依存程度的日益加深,也是阻碍生产要素在全球范围内自由流动、合理配置的各种壁垒不断减少的一个历史过程,其中国际直接投资的不断发展是一个极其重要的方面。国际直接投资不仅仅是资本和技术的流动,在经济全球化的今天,国际直接投资的迅猛发展,不但对资本流入国与输出国的经济格局产生影响,而且影响着世界范围内的经济格局。 2003—2004年,全球外国直接投资规模,呈现出一种止跌回升态势。在全球投资自由化趋势下,吸引外国直接投资的竞争将日趋激烈。有关领域的专家们注意到了这一点。中国社会科学院世界经济政治研究所张金杰在《国际贸易》杂志上对国际直接投资的未来走势作了以下几点分析:美国经济持续增长态势对国际投资者产生很大鼓舞;日本的外资流入将呈现逐渐增加趋势;亚太及中东欧地区的外资流入保持稳中有升;转轨国家对国际投资形势发挥着日益重要的积极影响。《国际融资》杂志(2004,01)有篇文章对韩国投资政策动向进行了介绍。韩国外资政策的核心内容为“促进、支援”,并为此采取了一系列优惠政策:对符合条件的外商直接投资企业实行减免税优惠;对外商购买和租赁国有土地提供支援;建立外商投资地区制度;简化外商投资的申报和有关审批程序;赋予大韩投资贸易振兴公社下属的投资支援中心法律权限。了解国外的投资政策及国际投资动态可以为我国政府改善投资环境提供参考,也可以帮助企业发现商机。杨中侠在《引进外资增长快一喜多?忧多?》一文(《国际金融》2004,08)对我国近两年外资增长速度快做了点评,并提出了引资策略调整的思路。他指出,对内外资的待遇问题上,政策的调整势在必行;发展本国民族工业,一方面要积极引进外资,另一方面要走自主开发创新之路,加强金融监管、建立应对金融危机防范预警机制;保持民族工业在国内市场的竞争性,防止外资垄断。珠海作为中国最一旱的经济特区之一,是中国对外开放政策最早的实践地区。自创办特区以来,按照中央关于特区多种经济并存,以合资、合作和外商独资为主,特区的发展以利用外资为主,特区的产品以出口为主的指示,积极引用外资,为我国吸引外资积累了大量的经验。外资的流入大大促进了珠海经济的发展,使珠海从一个祖国南疆的边睡小镇发展成具有现代化规模的海滨城市。那里资源丰富,有着吸引外资的地理优势及政策上的优惠。珠海在其利用外资的道路上并是一帆风顺的,曾走过弯路,这也为其在以后的引资工作中提供了教训。由于投资环境的改善,引资策略的调整,珠海近两年在招商引资方面成绩不俗,吸引了大量外资进驻珠海。本文通过分析国际直接投资对珠海地区的影响以及珠海吸弓}外资的发展历程,采用历史唯物主义的方法、辩证法、理论联系实际的方法,提出问题,分析问题,期望大家从中能对国际直接投资及珠海地区利用外资等问题有清晰的认识与了解,并希望通过自己的思考,提出一些有价值的建议。关键词:国际直接投资,珠海,利用外资更多还原

【Abstract】 With the international division of labour turning continuously and deeply, the economic contact of the international community is increasingly close, the economic globalization has already nowadays become a trend that shows the characteristic and can’t converse of economic development in the world.The economy globalization is the fusion that the international community economy is in global scope, is the international community economy to permeate mutually and depend on to save the degree to deepen increasingly mutually, is also a history process that various barracks that the baffling merchandise and production factor flow freely in global scope,the reasonable installs reduces continuously, among them, the international direct investment is a very and important aspect.The international direct investment is not only the capital and technical fluxion.
