基于WBS的工程项目MIS系统与文档信息集成研究

【摘要】 在新环境下,知识经济、网络经济及信息技术以惊人的速度飞速发展,将项目管理、知识管理和信息技术相结合,充分发挥信息技术高效快捷、资源共享的优势来提高工程项目管理水平已成为必然趋势。基于B/S模式的工程项目MIS系统与文档信息集成可为伴随工程项目管理过程而产生数量庞大的工程项目文档信息提供一套有效而合理的组织手段,使信息充分共享,最终达到提高项目管理工作经济效益的目的,从而具有一定的理论价值和实际意义。 鉴于现代工程项目的特点、相关管理理念和WBS在信息沟通中的作用,本论文首先提出了B/S模式下,基于WBS的工程项目MIS系统与文档信息集成框架,指出基于该框架实现集成须解决B/S模式的WBS项目树实现和WBS项目树与文档信息连接这两个关键问题。其次,结合工程项目WBS项目树实现方法的需要,选用数据库技术存储WBS项目树结构,利用JSP标志扩展机制实现B/S模式的WBS项目树——解决实现集成的第一个问题。再次,在识别文档信息管理需求的基础上,构建工程项目文档信息分解模型,给出基于该模型的文档信息编码与集成结构和技术实现方法,从而实现WBS项目树与文档信息的连接——解决实现集成的第二个问题。到此,成功实现了基于WBS的工程项目MIS系统与文档信息集成。最后,应用该集成框架,针对两个关键问题,实证分析了西安市科委2002年的工业科技攻关项目——工程项目MIS系统(PMIS)开发。实证研究结果表明:基于WBS的工程项目MIS系统与文档信息集成框架具有重要的理论和实际意义,有利于提高现代工程项目管理活动的效率,为现代工程项目文档信息管理、知识管理提供有效合理的组织手段。

【Abstract】 The Knowledge Economy, Network Economy and Information Technology are developing at the surprising speed in the new environment. In order to take fully advantage of the Information Technology’s high efficiency and fastness and resources sharing, increasing the project management skill by combining the project management and knowledge management with Information Technology has become an inevitable trend. The integration of Project Management Information System (PMIS) and document information based on WBS can provide an effective and reasonable way for the large number of documents generated along the process of engineering project management, make the information fully shared and reach the goal of improving the performance of project management at last, which makes some sense in the field of theory and practice.Due to the contemporary engineering project’s features, its related managerial concepts and the roles of WBS in information communication, the paper proposes the framework of integrating PMIS with document information based on WBS by using B/S mode, and shows that two key problems must be solved to realize the integration based on the proposed framework. They are the realization of B/S-based WBS project tree and the connection of WBS project tree with document information. Immediately by combining the demands of the realizing WBS method, the database technology is chosen to save the WBS and JSP tag extension is used to realize the B/S-based WBS project tree, which solves the first key problem. Then, after identifying the managerial needs of engineering project document information, the paper presents the documents’ coding, integrated structure and the related technologically realizing method based on modeling document’s break-down structure, which solves the second key problem. Thus far, the paper has realized the integration of PMIS and document information based on WBS. Finally, by applying the proposed framework and focusing on the two key problems, the key industrial science and technique project of Xi’an, 2002, -the development of PMIS. is demonstrated, which displays the framework’s important meaning in theory and practice, including the favor of improving the efficiency of project management activities and the provision of effective and reasonable organization methods for document management and knowledge management.
