【摘要】 本文以马克思主义的经济理论与社会主义市场经济理论为指导,以社会学中的弱势群体为研究载体,以他们的住宅消费保障为研究对象,首先从理论的角度分析城市弱势群体住宅消费保障的基础,就弱势群体与社会经济发展、住宅消费保障制度与社会保障制度、政府与城市弱势群体住宅消费他们的关系进行了研究;其次回顾了我国住房制度改革的演变历程并实证了它对不同收入阶层的影响,结合我国住宅消费保障制度的发展状况,探讨了当前存在的一些问题;再次基于我国城市弱势群体住宅消费的现状和水平,借鉴国外对低收入群体的住宅消费保障经验,具体分析了廉租房在我国城市弱势群体住宅消费保障中的地位;最后对完善我国城市弱势群体住宅保障问题做出了原则上分析和体系上的探讨,认为解决我国城市弱势群体的住宅消费保障问题应该实行以廉租房为主体、以经济适用房为补充、辅以住房公积金扶持的多层次的住宅消费保障体系;并在制度层面上就廉租房制度、经济适用房政策、住房公积金制度与拆迁最低保障的改革和完善谈了自己的看法,为我国城市弱势群体住宅消费保障问题的解决提出了一些建议。更多还原

【Abstract】 The paper is guided under the theories of Marxism and the socialistic market economy and focuses on security of housing consumption for the disadvantaged. The author firstly seeks the bases of the study theoretically and then gives a standardized analysis for the relationship of the development and disadvantaged ,the relationship of the housing security and the social security ,the relationship of the government and housing security of the disadvantaged;After that, the author analyzes the evolution of the reformation for Chinese housing system and the influence for different classes with empirical analysis, and then retrospect the development of Chinese security system for housing consumption and discusses some existing problems. This paper adopts some practices and experiences abroad compared with Chinese current situations and puts forward some proposes accordingly. The author does hope this paper will be useful to improve security of housing consumption for the disadvantaged in China.更多还原
