【摘要】 小城镇建设与发展是中国进行农村改革和走向现代化的重要内容,也是推进具有中国特色的城镇化道路进程的重要力量。河北省地处京津要害,地理条件、经济基础和历史文化积淀皆不同于国内其它地区,在小城镇建设问题上应本着实事求是的态度,因地制宜,发挥自身的潜在优势,形成独具特色的发展格局。 本文依据社会主义市场经济体制理论,遵循党的十五届五中全会和党中央、国务院《关于促进小城镇健康发展的若干意见》精神,以实现农业可持续发展为指导思想,对河北省小城镇建设和发展进行个案分析。首先,从理论上界定了小城镇发展的内涵与外延,为进一步深入研究河北省乃至其它地域的小城镇问题奠定了理论基础;其次,阐明了小城镇建设在国民经济和国家现代化建设中的地位作用,指出它有利于促进农业可持续发展,是符合我国国情、实现中国特色的农村城镇化的必由之路;再次,分析了河北省小城镇建设与发展的现状、运行机制及其在河北省经济改革中的地位作用,探讨了制约河北省小城镇发展的各种因素:最后,对河北省小城镇化水平进行定量测算与评价,针对制约河北省小城镇发展的主要因素进行制度和体制的创新研究,对河北省小城镇建设进行了规划构想,构建了河北省小城镇发展的政策体系和框架结构。 本文的创新之处在于:第一,对小城镇建设的理论依据和小城镇的功能构成进行深入探索,提出了独到见解;第二,通过对现代化小城镇的典型——白沟镇的调查分析,从新的视角对河北省小城镇的发展动力和发展战略进行了研究,创建了可具操作性的河北省小城镇建设和发展的思路构想;本文旨在通过个人的绵薄之力,推动对河北省小城镇建设和发展的研究,进一步探索小城镇发展对策,以加快河北省农村城镇化的发展进程,合理配置农业资源,切实保护环境,实现农业的可持续发展。更多还原

【Abstract】 The building and development of small town is an important content for China to reform and achieve rural modernization, and it also is a significant factor to further the way of development with Chinese features. The province of Hebei, which is near to Beijing and Tianjin has geographical conditions, economic situations and historical foundations different to that of other areas in China. So, it should give play to its own latent advantage, form an original developing pattern with the realistic attitude in the face of small town’s problems.In accordance to market-oriented economic system in a socialist country, the author makes specific analysis for the small town building and development in Hebei, follows a series of regulation, and looks on the attainment of sustained development in agriculture as the major idea. Firstly, this paper divides the intention and extension in the small towns’ development, establishing theoretical base for researching the small towns’ development of Hebei in further direction. Secondly, this paper expounds the important position of the small towns in the national economy and the building of modernization. It shows that small towns are beneficial for sustained development in agriculture and it is a suitable way for rural economic development in Hebei. Thirdly, this paper analyses the present situation, the carrying system and the function which are concerned to the small towns’ building and development, and it also probes to some factors which prevent the process of the small town development in Hebei. Lastly, being aimed at the present situation of Hebei’s small town development, this paper makes an experiential measurement and calculation, studies the new ideas in both system and structure, and constructs the political system and framework of small town included in the study.The new ideas found in this paper are: Firstly this paper researches deeply the theoretical foundation of the building of the small town and function of the small town. Secondly, according to the analysis of the typical case of Baigou town, the paper researches the small town developing motivation factor and developing strategy in Hebei, and structures the practical developing idea of the small town in the province. The author of this paper aims at the promotion of the research in the small town in Hebei, improving the way to develop the small town, so as to accelerate the process of the small town development in Hebei province, rationally dispose the natural resources, immediately protect the environment, and attain the sustainable development in agricultural areas.更多还原
