国家科学交流体系探析

【摘要】 科学交流是个体或组织之间借助于他们共同的符号系统(口语、手势、文字等)传递、获取经验和知识的过程。科学交流是科学传播的一个重要组成部分,是科学赖以存在和发展的基本机制。科学交流体系是指由承担科学交流任务的机构、组织构成的网络系统。其职能是把与科学交流相关的机构、组织纳入到一个互动的大系统中,提高科学交流的效能和效率,建立起更为活跃的科学交流关系。 国家科学交流体系是科学交流的执行主体和行为主体,是强调国家行为和制度安排的一个科学交流的“网络体系”。它具有促进国家科学信息和知识有序流动,预测、调节和评价科学交流效果的功能。国家科学交流体系具有动力机制、粘合机制、技术推动机制和媒介选择机制,这些运行机制为国家科学交流体系的完善和发展提供基本规律。国家科学交流体系的发展趋势将向系统化、超域化、社会化和综合化方向发展。针对目前我国国家科学交流体系存在的一些问题,需要从制度、组织和文化三个方面采取改进措施,以形成高效率高质量的科学交流网络。

【Abstract】 Science Exchange, as one of the main components in science communication, is defined as the integration of processes that can transfer and obtain knowledge and experience by means of the semiotic systems such as spoken languages, signs, orthography among persons and organizations. Science Exchange is the basic mechanism that science relies on to exist in the world. The state system of science exchange is a network system composed of organizations and institutions undertaking the tasks of the science exchange, so as to bring the related organizations into an inter-active system in science exchange and improve the quality and efficiency of the science exchange. The state system of the science exchange carries out activities of science exchange and focuses on the state action and the institutional arrangement. And the system has the functions to promote the information flows, to forecast, adjust and evaluate the effects of the science exchange. Four running mechanisms such as driving mechanism, conglutinating mechanism, technology-changing mechanism and media-choosing mechanism provide the basic rule for the development of state system of the science exchange. The future system will be compounded, systemic and social. At present, there are some problems in the state system of the science exchange, and the suggestions on how to perfect the state system of science exchange are also proposed in the fields of the system, organization and culture.
