基于J2EE的电子政务应用系统整合平台的设计与实现

【摘要】 从20世纪90年代以来,我国政府就一直致力于用信息技术提高政府运作效率。但由于历史的原因,导致政务信息化过程中存在着较为普遍的“信息孤岛”与重复建设的问题,极大的阻碍了我国电子政务的发展。要解决这个问题,我们不可能把原有的基础设施和应用系统完全抛弃,而全部采用新产品、新技术从头重新构建基础设施和应用系统,最切实可行的办法就是利用先进的信息整合平台,“整合”原有的基础设施,“整合”原有的应用系统。 本文通过查阅大量国内外有关电子政务的文献资料及有关标准和定义,详尽剖析了我国电子政务建设中存在的问题,提出基于J2EE的电子政务应用系统整合平台的设计框架并给出这种设计框架具体的实施步骤和方法。这种整合平台能够大大的节约成本,并且能够充分的利用原有的数据和投资,保证原有系统在正常运行的前提下实现各部门、各部委之间的数据共享和通讯,促进我国电子政务的发展。更多还原

【Abstract】 Since 1990s, our government has been engaged in utilizing information technology to improve government operation efficiency. Howerer, due to history causes, the problems of "Information Island" and "Overlap Construction" are commonly seen in the informationlization process of government affairs, which greatly hinder the development of E-government in our country. In order to solve these problems, it is impossible to abandon existed infrastructure and application systems completely and adopt new products and technologies to rebuild infrastructure and application systems. The most practicable and feasible method is to utilze advanced information integration platform to "integrate" existing infrastructure and application systems.Through searching the data and definition on E-Government from home and abroad sources , the paper analysed the problems existing in E-Government in detail. Based on the solid research on the E-Government theory and the case study, the article generates the Government application integrate framework as well as the steps and ways on how to process. The framework not only could lower the cost sharply, but also could efficiently utilize the existing data and application system to make the data/information sharing available within internal departments of the government without sacrificing the normal operation of the existing system, which will be. a great promotion of the development of the E-Government in China.更多还原
