计入灵敏度的等值辐射网络损耗分摊方法研究

【摘要】 电力系统市场化运行之后,输电损耗分摊成为一个基础理论问题,引起了广泛关注。目前,国内外学者已经提出很多解决此问题的方法,但是,这些方法都没有圆满地解决该问题,因此,需要进一步研究。 Naravan S.Rau于2001年提出了使用等值辐射网络进行损耗分摊的方法,为损耗分摊工作打开了一个全新思路。目前已经出现两种求取等值辐射网络的算法,经过研究分析,我们发现已有算法都存在一些问题。这些算法都没有充分地利用输电网络的结构与潮流状态,因此不能保证所得分摊结果的公平性。另外,这些算法为求取辐射网络所建立的数学模型,以辐射网络中各支路的导纳参数作为待求量,不能解决发电机与负荷同节点问题。 经过深入研究,我们提出求取等值辐射网络的算法必须遵循的基本原则,根据此原则,提出了一种新的算法。该算法引入发电机与负荷之间的点对点损耗灵敏度,并且认为等值辐射网络中各发电机至各负荷的电能传输损耗率与相应的点对点损耗灵敏度一致。这样一来,所求取的等制辐射网络(RE),与实际网络保持节点电压一致,保持节点注入有功(P)一致以外,还保持发电机与负荷之间点对点的损耗灵敏度(K)一致,因此命名为点对点损耗灵敏度一致的等值辐射网输电损耗分摊法,简称REPK算法。因为点对点损耗灵敏度是充分反映网络结构与潮流状态,与损耗责任紧密相关的,所以,REPK法所求取的等值辐射网络与实际网络更充分地等值。而且,REPK法选择辐射网络中各支路的潮流为待求量,可以解决发电机与负荷同节点的问题。 最后,采用了大小两个输电系统作为算例进行演算。 算例结果显示:若使用REP法或REPQ法,则损耗分摊结果明显存在不公平现象——一些利用网络传输功率的用户没有承担损耗责任,这是算法没有正确或充分利用实际输电网络的客观信息所致;针对同一节点上既有发电机又有负荷的输电网络,REP算法不能处理,而REPQ法所得等值辐射网络中,同节点的发电机与负荷之间没有功率传输。若使用REPK法,求取的等值辐射网络与实际网络具有相同的点对点损耗灵敏度,避免了上述的不合理现象。

【Abstract】 After the power system imported market, loss allocation has been very important. However, existent procedures for loss allocation have some shortcoming.Narayan S.Rau provided a procedure to allocate loss using a radial equivalent network in 2001, and he provided a good idea for loss allocation. The author has researched loss allocation procedure using a radial equivalent network, and expounds the essential theory about this approach.This paper analyzes existing procedures for seeking the RE, and points out their shortcoming. These procedures do not take full advantage of the actual network’s topology and power flow, therefore the result from this procedure is arbitrary and unfair. In addition, it is not appropriate that the mathematic models these procedures conceive set the G and B of the branches as object quantity. If generator-k and load-h connect the same bus in the actual network, the active power is not transmitted from generator-k to load-h in the RE. Such result apparently disobeys the order of nature.This paper provides a procedure to seek the RE. This procedure takes advantage of the Incremental Transmission Loss coefficients (ITL) between generators and loads, and the loss rate from generators to loads is deemed as ITL, therefore the RE gotten through this procedure possesses the ITL between generators and loads same as the actual network. The ITL between generators and loads node reflects the actual network’ topology and power flow, therefore, the RE obtained through this procedure is more fully equivalent to the actual network. In addition, this procedure chooses the active power flow in every branch of RE as the object quantity, and it can deal with the network in which generators and loads connect the same node.Finally, the example results illustrate the rationality of the procedure presented by this paper.
