【摘要】 评价的思想已经深入到社会的各方面，在经济管理活动中，系统评价方法更是得到广泛的应用。评价方法在得到快速发展的同时，也遇到了一些问题，如评价方法建立的原则模糊不清、缺少不同评价方法之间的综合研究、对不同评价方法的适用性论述不够等等。评价方法应用时出现的这些问题，以及不断出现的新的评价方法对评价理论的扩充，使得对系统评价做全面的系统性总结成为迫切的需要，本文研究的出发点正是基于此。 文章对系统评价的指标体系理论、系统评价的权重理论、系统评价方法的分类及特性、评价结果的敏感性等方面做了研究。论述了评价与价值的关系，指标选取的原则和建立指标体系的方法；对评价中权重的选取与构造进行了探讨，对常用评价方法的构造原理、各种评价方法的特点、评价方法的适用性进行了研究；对不同的指标转换方式对评价模型的影响进行了分析，对系统评价方法进行了新的归纳。 在研究过程中，针对各种评价方法在应用时出现的问题进行分析，同时归纳对比各评价方法原理上的差异。通过对不同评价方法原理上的探讨，提出了选取评价方法和判断评价合理性的一般准则。不同评价方法对同一事物进行评价时，评价结果可能是不同的，这种不同并不说明评价方法和评价理论存在问题，而恰恰是这种不同，反映了人的价值观念，反映了人的主观能动性。在对于不同评价方法的选取上，只要评价系统的数据特征符合评价方法的要求，都可以用来进行评价。评价方法的应用具有灵活性，不会局限于某一领域。更多还原

【Abstract】 The thought of assessment has already penetrated into the different fields of the society. In economic management activity, system evaluation method is widely used. While it gets rapid development, assessment method have met some questions too, such as evaluation principle that method set up illegibly, lack of comprehensive research on different methods, incomplete discussion to the suitability of different appraisal method. Some questions rose by using assessment method, and the expansion to the theory of the emergence of new evaluation method, make it urgent to summarize the assessment method comprehensively. The starting point that this text studies is just because of this.Theoretical question to the index system on system appraisal, weight theory, classification, characteristic of appraise method, and the sensitiveness to the result in assessment are the domains studying in this article. It discusses the principle of choosing indicator system, the method of establishing index system and the relationship between assessment and value; In this article, we research on the tectonic method of the weight, the tectonic principle, the characteristics, suitability of various kinds of evaluation method; and analyze the influence to the evaluation model while using different indexes, then get new summing to appraise method.In the course of studying, we analyze the problems that various kinds of assessment methods caused and compare with the difference between the principles of methods at the same time. By discussing on assessment principle of different method, we put forward the criterion to choose method of appraising and the standard to judge the rationality to assessment method. The results may be different when we use different methods to appraise the same thing. But it does not prove that there is some problem in the method and the principle. This difference has exactly reflected people’s value and subjective initiative. On choosing assessment method, so long as the data properties be cater for the demand which evaluation method need, can it be used to appraise. As the application of evaluation method has flexibility, it will not be confined to a certain field.更多还原
