【摘要】 移民安置模式选择是移民安置过程中的重要问题之一。移民安置模式选择，必须考虑移民安置规划目标、移民环境容量与移民人力资源等因素，遵循有土安置为主、多种方式并举、风险最小和可持续发展等基本原则。水库移民安置模式多种多样。论文探讨了移民生产安置模式的理论，并进行实证研究。 分析了农业安置模式中的种植业、养殖业、林果业和兼业安置的必要性、适宜性等。土地资源、土地制度、农地收益等是种植业安置的限制因素，建议提高征地补偿费和开发潜在的农业资源。资源、技术、市场、信息是养殖业安置的限制因素，建议确定养殖业安置的原则、加强养殖业规划、增加科技投入。林果业生产周期、气候、地形、技术、市场是林果业安置的限制因素，建议做好林果业安置规划、实现规模效益、加大科技投入。 探讨了第二、三产业安置模式。宏观经济状况、劳动用工制度、户籍制度的改革等是第二产业安置的限制因素，建议建立社会保障体系、提升劳动力技能。资金、市场经济、生活成本是第三产业安置的限制因素，建议鼓励非公有制中小企业的发展、鼓励移民个人兴办第三产业、大力发展农村第三产业。 基于股份制理念和资源价值转移理论、系统论理论，提出入股分红安置模式，以使移民最终有效地参与分享水库工程效益。基于老年社会学的撤退理论、马斯洛的需求层次论和生命周期理论，提出养老保险安置模式。 珊溪水利工程移民安置模式研究证明，“以土地安置为主，安置方式多样化，因地制宜，因人而异，根据实际情况安置水库农村移民”是水库移民安置的成功出路。更多还原

【Abstract】 The selection of resettlement modes is one of the important issues in resettlement. While choosing resettlement mode, some factors such as resettlement plan aims, resettlement environmental capacity, resettlers’ human resources and so on must be taken into consideration. And, the principles of giving priority to land resettlement with resettlement modes diversification, risk minimum, sustainable development and so forth should be abided by. There are varieties of resettlement modes of reservoir resettlers. The essay explores theories of livelihoods rehabilitation modes, and also does some actual research in writing.The essay is to analyze the necessity and suitability and the like of resettlement modes of farming, animal husbandry, forestry and orchard industry and concurrent management. Land resources, land institution, farmland income and so on are the restrictions of farming resettlement. The essay proposes to raise the compensation for land acquisition and develop the potential agricultural resources. Resources, technology, market and information are the restrictions of animal husbandry resettlement, and it proposes to confirm its principles, to enhance its plan, and to increase the input in science and technology. Production cycle of forestry and orchard industry, climate, terrain, technology and market are restrictions of forestry and orchard industry resettlement and for this the essay proposes to improve its plan, to realize the scale profit and to increase the input in science and technology.The essay probes into resettlement modes of second industry and tertiary industry. Macroscopical economic situation, the reforms of labor and employment institutions, registration institution, and so forth are the restrictions of second industry resettlement. The essay proposes to establish the system of social security and to promote workforce’s technical ability. The fund, market economy and living cost are the restrictions of the tertiary industry resettlement and for this the essay proposes to encourage the development of small and medium-scaled non-public enterprises and meanwhile to inspire the resettlers to set up the tertiary industry, and it proposes to develop the tertiary industry in countryside strongly and substantially.On the basis of the stock-sharing concept, resource value shift theory and systematic theory, the essay advances resettlement mode of profit sharing by share, so that finally the resettlers can participate in sharing the profits of the reservoir project effectively. On the basis of geronto-sociology of disengagement theory, demands tier theory of Maslow and life cycle theory, the essay puts forward resettlement mode ofendowment insurance.The study on the resettlement modes of Shanxi Water Conservancy Project proves that "giving priority to land resettlement with resettlement modes diversification, taking proper measures to local conditions and differentiating among resettlers, and resettling reservoir rural resettlers according to actual situations" is the successful way for reservoir resettlement.更多还原
