【摘要】 道路运输站场项目的阶段性研究还是一个全新的课题。目前我国包括站场项目在内的道路运输项目在这方面的研究工作还存在不少问题。没有合适的统计指标体系，这样在对具体客货运站建设项目进行评价时就没有一个规范的、通用的统计指标体系，从而存在着各种各样的评价方式，得到的评价结果也就会有所不同。对同一个评价参数，各个站场在进行可行性研究时都取的不一样的值，这样在全省范围内就存在不公平的评价，从而给主管部门决策带来不确定因素。没有固定的提供基础资料的信息机构，给站场项目的总和平价带来了很大的麻烦。没有统一的、科学的项目评价方法等等。这些都会产生对项目评价的不公平、与实际不太相符等问题。 与一般工业项目的可行性研究不同，对站场项目的评估，不能单纯考虑项目的经济效益，还要综合考虑项目的社会效益。全面分析项目对地区社会发展、经济发展的促进作用，项目对周围环境的影响作用，这也是目前站场项目可行性研究的主要研究内容。 道路运输站场项目综合评价就是对客货运站场建设项目在各个方面所可能产生的效果做出评判，并在此基础上对项目究竟能否被接受以及在多大程度上被接受给出结论性的评价。综合评价是一个辅助决策的手段，既可用于项目是否应该上马的决策，也可用于具体方案的取舍。 结合“湖北省道路运输客货运站场(物流中心)项目可行性研究及后评价系统研究”课题，本论文在分析和总结国内外文献资料的基础之上，结合湖北省道路运输站场项目建设评估的现状，得出了一套系统的评价方法。论文的主要内容有： 1．对目前站场项目评价的理论知识做了系统的阐述，为后面的评价提供了坚实的理论基础。 2．项目的经济效益评价，包括资金筹措、财务评价、国民经济评价和敏感性分析。 3．项目的社会效益评价，形成了一套合理的站场项目社会评价指标体系和较为完善的评价方法。 4．环境影响评价，了一套合理的站场项目环境影响评价指标体系和较为完善的评价方法。 5．综合评价，形成系统的评价程序和方法。更多还原

【Abstract】 It is still a brand-new subject that it is studied that the stage of the field project stands in the road transportation. At present, there are a lot of problems in the research work of road transportation project in our country, including station field projecting. There is no suitable system for statistical indices , does not so have a norm , system for statistical indices in common use when appraise to the concrete guest or freight transport station construction project, thus various appraisal ways exist, appraisal results received will be different to some extent. To the same appraisal parameter, the different value that each station field fetches while carrying on the research about feasibility, there is unfair appraisal within the range of the whole province like this , thus will bring the uncertain factor to the policy makers. Not having a regular information organization offering basic materials, will is bring heavy trouble to the total appraise. There also not are unified, scientific method in appraise of project, etc. All these will produce the unfairness, and some question not conforming actually on appraisal of project.Different from the feasibility research of the general industrial project, the evaluation in field of the station project, can’t only consider simply the economic benefits of the project, and will consider the social benefit of the project synthetically. We should analyze the facilitation to regional social development and economic development of the project in an all-round way. The function of impact on surrounding environment of the project is the main research contents of field of station project feasibility research at present.The comprehensive appraisal of road transport station project is making judgment about all result in transport station of guest or freight construction project field, and on this basis, we can decide whether the project could be accepted on earth and in how great degree could be the conclusive appraisal accepted . Comprehensive appraisal is a aided decision means, which can be used in the decision whether the project should be accept, and can be used in the choice of the concrete scheme.Combine the subject of " project feasibility research and systematic research of evaluation of freight transport station field of road transport guest ofHubei Province (logistics centre) ", this thesis draw out a systematic appraisal method according to the analysis and summarizing the foundation of offering materials of the domestic and foreign language, and combining the current evaluation situation in field project construction stands to the road transport in Hubei Province. The main content of the theses as follow:First, give a systematic explanation on the theory knowledge which used in the appraised field of station project, offering the solid theoretical foundation for following appraisal.Second, appraisal of economic benefits of the project, including capital collection, financial appraise, national economic evaluation and sensitiveness analysis.Third, appraisal of social benefits, formed a rational station field project social evaluation index system and comparatively perfect appraisal method.Forth, appraisal of impaction, formed a rational station field project environmental impaction evaluation index system and comparatively perfect appraisal method.Fifth, comprehensive appraisal, formed systematical appraisal procedure and method.更多还原
